From the government comes a green light 'except intended' to the maneuver and the fiscal decree that could have to be integrated later and then transmitted to the Chambers within or shortly after the 20 October deadline. Almost six hours of meeting with the majority were not enough to find an overall agreement on the budgetary planning document to be sent to the EU and the related fiscal decree that contains the coverage of the budget law.

In 2020, "3 billion were allocated to reduce the tax wedge on labor". In the budget law there are "important signs" on the "welfare, disability, family support" front, but the maneuver launched "also initiates the path to the abolition of the superticket, which will be abolished starting in September". This is confirmed by the premier Giuseppe Conte and the minister of the economy Roberto Gualtieri at the end of the CdM.

Italia Viva threatened not to vote the lowering of the use of cash. This was, according to various sources, one of the most tense moments of the river council of ministers.

No agreement on harsher penalties for large tax evaders. "We have reserved the right to continue the examination in the coming days", so the premier Giuseppe Conte. The amendment, explained Minister Roberto Gualtieri, "will be based on a first step, a first basic rule" that raises the prison for "fraudulent declaration" to "8 years".
