Of the ten municipalities in Vestmanland, seven are in the lower half of the survey, with only Arboga and Surahammar placing in the top 50.

Teacher density, the level of sick leave and the allocation of resources are among Västmanland County's relative strengths in this year's ranking.

However, when the teacher's salary, the proportion who complete the upper secondary school and the teachers' level of education are compared, the county's municipalities are placed worse off.
