Conte: "Quota 100 remains, cutting tax wedge only for workers"

These include the extension of the reverse charge regime for the contract to unlawful labor, the fight against fraud in the field of excise duty, the changes to the use of cash (with the ceiling falling to one thousand euros), the lottery for those who pay with the cards, the contribution of 30 euros for the baby-safe seats, while the rule on tax crimes is missing.

Cash usage threshold from 3 thousand to one thousand euros
The threshold for the use of cash returns from three thousand to one thousand euros. The "Changes to the cash use regime" are provided for in Article 19 of the provision.

Digital tax
From 2020 comes the digital tax. The tax will apply to revenues earned in the calendar year starting next year. It will yield 600 million on an annual basis. The tax on digital services provides for a 3% tax rate on revenues to be applied to entities that provide digital services and that have a total amount of revenues of no less than 750 million and an amount of revenues deriving from the provision of digital services of not less than 5.5 million.

Lottery for receipts and credit card payments
Not only the receipt lottery: a special prize for those who pay by credit card also enters the tax decree. This can be read in the latest draft of the decree related to the maneuver. To incentivize the use of electronic payment systems, a specific extraction of prizes is created, reserved for both consumers and retailers, if payment is made with cards or debit cards. 70 million euros are allocated for the new lottery prizes.

Tax on winnings
The 'tax on fortune' goes up: for winnings over 500 euros the withdrawal goes from 12% to 15%. The draft of the fiscal decree provides for this. The rule refers to slots, scratch cards and various types of enalotto and identifies 5 brackets, which reach 25% of the withdrawal for winnings over 10 million. Estimates indicate that the state earns € 96.3 million more per year, even if by 2020 it will be about half: the effective date is set for May 1st "to allow the necessary technological adjustments of gaming systems".

700 million awarded to the SME Fund
The Guarantee Fund for small and medium enterprises is assigned 700 million for the year 2019.

Investments on the Railway Network: 300 million for safety measures
Rete Ferroviaria Italiana (group Fs) was authorized to spend 300 million in 2019 to finance "infrastructural investments to improve the safety of the national railway network". This is the provision of Article 39 of the draft tax decree. The same article provides that to Rfi "the constraints of obligations regarding the containment of public expenditure provided for by the law are not applied" and that the company "maintains financial and operational autonomy" without prejudice to the obligation to inform the competent Ministries.

Close on Inps and Inail compensation
The squeeze also comes on Inps and Inail compensations but it will not serve as a cover for the maneuver. According to the last draft of the fiscal decree, in fact, INPS and Inail will launch a "reinforced cooperation" with the Revenue Agency, which will be able to "send qualified reports" on "risky" operations, and "sanctions" are also introduced if it is identified "the attempt to compensate unusable credits". However, as can be read in the technical report, "for reasons of prudence, positive financial effects are not ascribed to these measures".
