Luxembourg (AP) - EU foreign ministers have strongly condemned the Turkish military offensive in northern Syria, but failed to agree on an arms embargo or sanction threats. A statement adopted in Luxembourg merely refers to efforts by Member States to restrict armaments exports at national level. There is no talk of possible sanctions against Turkey. Federal Foreign Minister Heiko Maas was nevertheless satisfied with the outcome of the meeting.
