The former Minister of Health of the Community of Madrid Manuel Lamela has placed former regional presidents Esperanza Aguirre and Ignacio González, in a meeting held in 2004, in which the advisers of that time were allegedly invited to hire companies investigated in the 'Punic case', used for the alleged diversion of money from public funds, as reported by legal sources.

Lamela and former counselor Juan José Güemes appeared this morning as investigators before the judge of the National Court Manuel García Castellón, in the piece in which the alleged illegal financing of the PP in Madrid is investigated.

They are accused of embezzlement of public flows , forgery of documents, fraud, influence peddling, prevarication and electoral crime.

The interrogations have focused on inquiring about how a 1% clause worked that should be included in the bidding documents, for which each contractor was obliged to pay it for advertising, a mechanism - according to the judge- established for the alleged diversion of funds to the Popular Party.

In his statement, according to the same sources, Lamela has ratified the statements he made in June 2017 before the Civil Guard, in which he stated that Aguirre was present at a 2004 meeting in which "precise instructions" were given to hire The company Over Marketing.

The meeting was also attended by former directors and former regional president Francisco Granados and Ignacio González. Lamela has told the judge that, at the beginning of the legislature, an internal work meeting was held where they were presented with the logo 'Madrid the Sum of All'.

The meeting was attended by the counselors of the Community of Madrid of that time, the then president, the general management of the media and the businessman Daniel Horario Mercado. In the meeting, the directors would have been "invited" to include Over Marketing and Daniel Horacio in the set of possible companies to be hired.

Güemes doesn't remember

Likewise, the former Madrid counselor would have indicated to the magistrate that the bidders were allegedly the former counselor Alberto López Viejo , who is serving prison for the 'Gürtel case', and the then director of Communication.

According to the summary, the then Ministry of Health took advantage of the start-up of the so-called 'Health Infrastructure Plan 2004-2007', which financed the construction of new hospitals and health centers and in which the timely coverage was conferred. to introduce, in the bidding documents of the contracts, the clause devised indiciamente by Lamela '.

For his part, Juan José Güemes would have stated before the judge that he did not remember that a 1% clause was mentioned in the meetings and has denied that Aguirre or González imposed him to hire any company.

Likewise, he indicated that he learned about the existence of said clause when he arrived at the Ministry of Health through Lamela himself. He has also insisted that it had nothing to do with the economic management of the Madrid PP or the national PP.
