It is important to make police report allegations of sexual abuse to remove any doubts, says Ulla Albért at the National Center for Women's Peace at Uppsala University.

- It is for it to be investigated to see if it is a crime that has been committed and then also for the perpetrator to be held accountable simply, she says.

Accused of abuse in Falun and Malmö

The two priests are suspected of sexual abuse of children in the United States. When they came to Sweden in the early 2000s, they were also here accused of assaulting two adults in Falun and Malmö, respectively.

But none of the victims wanted to report and therefore the Catholic Church did not go to the police.

"We urge everyone to report the police, but in many cases the victim does not want to do it and then we have to respect it," says Anders Arborelius, Cardinal of the Catholic Church.

An emergency plan was introduced in 2004

But Björn Håkonsson, newly-appointed child protection officer within the Catholic Church, is reviewing the work on addressing sexual abuse. Since 2004, there has been a contingency plan to address the problems within the Catholic Church that have attracted international attention.

He believes that the two cases in Sweden should have been reported to the police.

- In that situation, they made an assessment that it was best not to. I do not think so. I think that the diocese should change the policy. Although it is completely in vain, I think you should make that mark, he says, and says that he also has a dialogue with the police to discuss accusations that are more difficult to determine.

Both he and Magdalena Dahlborg, writer of the Catholic cultural magazine Signum, believe that the background of the priests must be better controlled.

Calls for church load register

- One thing that I have been asking for in a text that I recently wrote is some type of really international church church register, says Magdalena Dahlborg.

- I wish for the diocese that there was an opportunity to simply send a question: we receive this priest. Is there anything we need to pay attention to?

Cardinal Anders Arborelius said in a written statement on Wednesday that he welcomed all changes that could help manage the issues in a better way.
