I checked traffic jams. Is the Tokyo Olympics or Para OK? Oct. 8 18:08

The Rugby World Cup is exciting with the progress of the Japanese national team. In fact, the Japanese national team was involved in a certain trouble just before the first match. That is “traffic jam”. The bus on which the player was riding was involved in a traffic jam, and the arrival at the stadium was delayed. Although there was no hindrance to the game, such a situation is also a concern at the Tokyo Olympics and Paralympics that are approaching next year, and measures against traffic congestion are a major issue. Therefore, we independently analyzed the demonstration experiment conducted in July and tried to find a problem. (Social Department reporter Shinya Fujishima)

Demonstration experiment

Late July. A large-scale experiment that actually regulates roads was conducted for next year's Tokyo Olympics and Paralympics.
Multiple entrances are closed on the Metropolitan Expressway where players will move. The road leading to the city center of the general road has been adjusted to shorten the green light time.

Traffic jams occur in various places as a result of these experiments.
NHK's interview crew was also in a traffic jam, but only a few cars were able to advance even when it turned green.

A scream from the truck driver who heard the story said, “I visited ... I did n’t move at all”. Severe voices flew on the net.

This experiment spreading ripples.
However, the organizing committee of the tournament and the city said that traffic volume decreased by about 7% on the Metropolitan Expressway and about 4% on ordinary roads.
The person in charge also highlights the results.

“With traffic exceeding 1 million, it ’s usually impossible to reduce this amount of traffic. It ’s the result of breaking down peaks.”

While traffic is occurring, traffic is decreasing ...? ?
What does that mean?
I decided to investigate what was happening at that time.

I checked traffic data

The company that requested analysis was a company that handles traffic data called “Fujitsu Traffic and Road Data Service”.
The situation of the road is also analyzed when a large-scale stuck in the Hokuriku region occurred due to heavy snow in February last year, and also during the G20 held in Osaka in June.

This company uses data recorded by a device called "Digital Tachograph", commonly known as "Digital Tachograph".
The digital octopus is installed in the truck's car and records the operation information such as travel route, speed, travel time and distance. This data is valuable for companies to manage truck operations and improve operations.

The company collected data from about 30,000 trucks in the Tokyo metropolitan area and analyzed them over a month. Then, the congestion situation of the whole metropolitan area became visible.

After all, the traffic was increasing

The result of the analysis. Red dots indicate where traffic is congested.
In the Tokyo metropolitan area, where there is a lot of traffic, traffic jams occur everywhere.
However, on the 26th, when the regulations were implemented, it seems that traffic congestion has increased.
As a result of the analysis, the total length of traffic congestion in the entire Tokyo metropolitan area reached approximately 80 km on the 24th and approximately 90 km on the 26th. This is 1.2 to 1.5 times longer than usual.

What about the city center?
Looking at the inner side of the Ring No. 7, there was more traffic than usual at 9am. The total length was 25% on July 24 and 32% on 26th, which was longer than usual.

The Organizing Committee said that the traffic volume was reduced by about 4% as a result of 15 points on the national highway, but depending on the location, there might have been a more crowded location.

Serious “outside of ring 7”

On the other hand, traffic jams were particularly noticeable on the outside of Route 7 that surrounds the city center like a ring. For example, take National Route 4.

In the section of approximately 8 kilometers between the “Shinzencho intersection” (Soka City, Saitama Prefecture) intersecting with the outer ring road and the intersection under Umejima Rikubashi (Adachi-ku, Tokyo) intersecting with the Route 7 from 7 am There was traffic jam at about 4 km, half of the section.

Congestion is not easy to resolve, 3 km even at 9am.
This is five times longer than usual (!).
If there is so much traffic, it will take time to pass.
Looking at the section of 4 km to the junction with the Ring No. 7, it takes 45 minutes, which is three times as high as that of National Route 4, and it takes 1 hour 20 minutes, which is two to three times as high as usual. It was.
How does the Organizing Committee take these results?
I asked ...

Q How do you accept the results of this analysis?

“I don't know the data pointed out at the moment, and I do n’t know if the data is reliable, so I ca n’t comment.”

Q: Do you have any plans to confirm the data in the future?

“Not at this time. I do n’t know if it ’s in the future. The government and the country are gathering reliable information from the organizations involved, so I ’d like you to trust them. I can not cope"

It was a response from Kenmohiro.

Congestion problem The solution is

In this analysis, we have seen the risk of serious traffic congestion, especially on the outside of Ring No. 7.
What can be done to reduce the impact? I asked an expert.

Q The possibility of serious traffic jams has been seen. What measures are necessary

“The Organizing Committee is aiming to reduce the number of regular vehicles first, such as road pricing. Since the tournament is a long-term event, there are concerns about the disruption of logistics vehicles, so there is a concern that the priority will not be wrong. However, if there is no change in logistics traffic, the situation may be like this experiment. I think it is necessary to take measures to reduce the number of logistics vehicles. ”(Prof. Hyodo)

Q What should I do specifically?

“For example, there is a method in which priority is given according to the type of luggage to be carried, and those with low priority are refrained from transportation. In addition, joint transportation of goods from multiple companies in one truck is also effective. However, in any case, it is not possible for the logistics company alone to decide, so understanding of the shipper is indispensable. The organizing committee and the city need to encourage the shipper to understand. (Prof. Hyodo)

It has been less than a year until the Tokyo Games.
The problem of traffic congestion has been repeatedly pointed out, but it is not possible to see the full picture of what measures can be taken, what kind of effects can be expected, and how much we can offer.
Even if the tournament is successful because the congestion in the city center is alleviated, if there is a traffic jam in the surrounding area and it will interfere with our lives, the tournament will be spoiled.
I would like you to make an effort to gain the understanding of people using the road in order to welcome the tournament.
