In an interview to P4 Jönköping, Gislaved's CFO and Deputy Director General say that they were in an urgent situation.

P4 Jönköping also writes that the Swedish Competition Authority could grant the municipality an exception if there is a special urgency to obtain personnel and that there may then be reason to deviate from the legislation. But if Gislaved's municipality made a mistake in this case, the cost could be as expensive as SEK 10 million.
