At the microphone of Europe 1, Laurence Tubiana returned on the modalities of the Citizen Convention for the climate which starts today.

INTERVIEW

The Citizen's Convention for the Climate begins its work this Friday. 150 citizens chosen by lot will look at the issue of global warming until January. Invited from Europe 1 this Friday morning, Laurence Tubiana, Director General of the European Climate Foundation and Co-Chair of the Governance Committee of the Citizen's Convention for the Climate, returned to the terms of this citizen consultation, which she qualified "innovation in France".

"There is no consensus"

"Directly ask citizens what they recommend and commit themselves, from the government's point of view, to tell these citizens whether or not to take the recommendations of laws, regulations or referendums they propose, it is a great innovation ", assured the one who was the architect of the COP 21. France took example of other European countries, like Ireland, but also on Texas:" That's what 'unblocked the issue of wind energy in the oil state of Texas,' she said.

Laurence Tubiana also reacts to the remarks of Allain Bougrain-Dubourg, a little earlier in the morning. The president of the League for the protection of birds has indeed been skeptical of the microphone of Europe 1, believing that this citizen Convention was a "democratic demagogy surrealist". "Of course, we know a lot of solutions, even if we do not know them all, but there is no consensus on these solutions, for example the carbon tax, renovation or food consumption patterns. If it were so simple, I think the different governments would have done what they should do. " According to her, this is where the whole issue of this Convention lies: "The challenge is that citizens in positions of responsibility, informed, and who will have time to debate among themselves, with different opinions, can come up with a viable compromise that will give the executive the courage to go further ".

"Society is ahead of politics"

And if citizens decided not to make the necessary efforts? Laurence Tubiana wants to be optimistic: "I bet that society is ahead of politics, but I am a convinced environmentalist, but there is no point in talking to people who agree with you. speak with the whole society, we can not do all these efforts against society. "

The Co-Chair of the Governance Committee of the Citizens' Convention for the Climate believes that democracy must be at the heart of the fight against global warming. "It's a democratic chance to make changes and to try to build these changes together, but it's worth noting that citizens give courage to the rulers to go further, whether by walking in the streets, trials of one or the other, or going to discuss and reasoning together, I think that all channels must be used. "
