It aims at "specifying the modalities of transition to the universal system" and "may in particular deal with the conditions of integration of premiums in the assessment base of civil servants", as well as "modalities for taking into account the hardship and the danger". This "transition period" must be "of at least 15 years", according to the two ministries. The reform project must lead to profound changes for civil servants, including the calculation of the pension on the basis of the entire career and remuneration received, including bonuses, and not the last six months excluding bonuses.

Many holders of "active categories", such as caregivers and hospital service agents, will also lose their entitlement to early retirement before age 62. In compensation, the hardship account that allows some private employees to leave at age 60 will be extended to the public service.
