On September 23, Iran proposed the creation of a security coalition in the Persian Gulf under the auspices of the UN, which will include Iraq, Saudi Arabia, Bahrain, the United Arab Emirates, Qatar, Oman and Kuwait.

Bahrain's Foreign Minister, Khaled bin Ahmed Al Khalifa, said that Bahrain did not intend to join it.
