The head of the department of education was Elena Bogomolova, the department of capital construction - Illarion Gapitsonov, the department for property and land relations - Maxim Levashov, the department of public communications - Anastasia Solopeko.

The heads of the departments of labor and social protection, the apparatus of the governor and government, architecture and urban planning, agriculture, health, as well as the city’s finance department, retained their posts.
