Only half of the cases of bullying in the region are reported by the victims themselves, according to data from the Ministry of Education's report. According to these figures, 400 files were opened last year due to bullying . 30% of the cases were reported by the teachers themselves and 20% by the classmates of the institute or schools. The average age of the victim of bullying is in the region at 14 years, although there have been cases of up to nine years.

José Antonio Luengo, a member of the Unit against Bullying of the Ministry of Education, says there are mediation programs that are reducing bullying cases. "A lot of conflicts are being solved thanks to the children themselves and to the mediation of the students," explains Luengo, who encourages parents to report in the school any case of bullying related to their child. For Luengo, the challenge is that violence is not allowed in any case and for this it is key that the classmates of a student who suffers bullying do not applaud or pull. "When the violent corner and when the kids defend the harassed, everything changes," says Luengo.

However, the figures handled by the Madrid Association against Bullying are much higher than those of the Ministry. They assure that last year they attended 700 cases of bullying between phone calls, emails and face-to-face complaints in the association. During this last school period, 285 parents went to the institution to report the bullying suffered by their child. They also point out that of the 700 cases, 20% were social media harassment against the victim.

Seven complaints in three weeks

This association ensures that in the first three weeks of the school year they have received seven complaints, among which is the case of the child under 14 assaulted last Monday at the door of the Francisco de Quevedo Institute. As EL MUNDO revealed, she was beaten by two former 14-year-old classmates who were arrested by the National Police. The attackers broke her nose and left her unconscious. A group of about 15 teenagers made a circle around and at least one of them recorded and spread the aggression on social networks.

The juvenile judge has decreed the semi-open injunction of the two detainees for the aggression in San Blas. Sources from the Prosecutor's Office of the Community of Madrid have indicated that the magistrate has agreed to this measure, at the request of the public prosecutor, in an appearance in which a prohibition was also requested for the two young women to approach the victim or to communicate with she.

The alleged aggressors are in custody and in semi-open internment, that is, they cannot go to sleep at their homes and can only go out to perform any activity that is authorized to them.

Starting next year, students from the Community of Madrid will be obliged to inform their teachers of cases of bullying that they think other classmates are suffering. If they did not do so, they would be incurring a "serious offense" that could lead to punishment from the prohibition of recess until the expulsion of certain classes or from the school or institute up to six school days. This is explicitly included for the first time in the list of duties that must be fulfilled by the students included in the new decree to regulate coexistence in public and concerted centers, which last April approved the Governing Council, although its application will not be mandatory until the 2020-2021 academic year.

The decree to regulate coexistence also obliges the educational centers of Madrid to " inform the Prosecutor's Office or the corresponding body depending on the seriousness of the facts " if the teachers fail to comply with their "duty to inform the management team" situations that "present evidence of child, youth or gender violence against children and women".
