SVT News Småland has previously reviewed the care facility Rosenhilll care and care in Älmeboda, Tingsryds municipality, which received extensive criticism from the Inspection for Healthcare and Care (IVO) this summer.

Among other things, it was about sexual abuse between the residents, smelly premises and major shortcomings in drug handling.

Now the managers at Rosenhill have sent a response to IVO.

New routines and goals

SVT has previously sought answers from those responsible for why the major deficiencies have arisen. This is not answered in the accounts, other than that "the business manager has had too extensive a responsibility".

Therefore, in the summer of 2019, they have added two extra part-time services and a new socionoma will be recruited. They also present a long list of new procedures that will guarantee the good care and care that the law requires.

Including:

• All residents from September 15 must have medicines in locked lockers, with a current list of medicines.

• From September onwards, the workforce at night will be expanded to two employees. This means that the residents no longer have to go to bed at nine in the evening.

• From July, the residents are offered organized activities in the afternoon, such as yatzy, cube and tip walk.

• Personnel with least undergraduate education should increase from 40 to 85 percent.

Should apply lex Sarah

In IVO's inspections in 2015 and 2019, it has emerged that the business did not apply the lex Sarah Act. The answer shows that the staff received training in August - and seven applications have now been made:

• At one point, a resident put a fimp in an office drawer so that the clothes started to burn. The incident led to the residents and staff being exposed to harmful smoke. The business has now acquired a new fire alarm.

• On one occasion, one resident has put one of the other residents. The staff should now be more out among the residents to prevent abuse.

• Four reports are that a male resident has repeatedly held a female resident against her will.

• The same male resident has had his hand inside the pants of a woman at the residence, against her will. In order to resolve the situation with sexual abuse, discussions are now underway to move the man from the home.

"Uncomfortable with urine odor"

Both ambulance staff and IVO inspectors have responded that the main building at Rosenhill stank of urine. According to the company's accounts, a large cleaning has been done during the summer, but without removing the smell.

“Of course, this is unpleasant for the residents. Unfortunately, this was not enough for the smell to go away, so we continue to investigate possible measures to correct the problem, ”the documents state.

Not clear if they know

The deficiencies in operations must be rectified by September, otherwise the company will receive a fine of SEK 1 million. IVO is also considering withdrawing the permit for the accommodation.

If the accounting that has now arrived is sufficient, Lars Rahm, Head of Unit at IVO, cannot answer at this time. Possibly, the authority will follow up the matter with further inspections of the housing and examination of the entire group.
