It was one of Emmanuel Macron's answers after the Great National Debate: 150 citizens chosen by lot to participate in the public decision. That's it, the draw is completed to form a citizen convention on the climate. A convention that will be put in place in early October to answer a question: how to reduce greenhouse gas emissions by at least 40% by 2030. Who are these 150 citizens?
150 French chosen from more than 250,000 people called since the beginning of the month, and according to well-defined criteria so that the convention is the most representative of the French society. First, 52% of women against 48% of men, divided into 6 age groups including minors from 16 years. Citizens with very diverse social origins, with non-graduates. All social-professional categories are represented, including people living in extreme poverty.
Finally, these citizens come from all regions according to the weight of the territories.
And the goal is that at the end of the convention in late January, citizens formulate proposals to fight against global warming. In particular, they will address the sensitive issue of a new increase in the carbon tax from 2021. These proposals, submitted to the President and the Government, may be the subject of a regulation, a law or a referendum. .
