The plan includes restrictions on, among other things, purchasing, recruitment and temporary management. But that does not mean that it is in any way a stop or a temporary stop.

- It's just a matter of thinking about and thinking about whether you really need this right now. But if something has to be bought in, you have to buy it in, says Anders Bergström, head of the school and culture office at Skellefteå municipality.

However, having restrictions on recruitment is something that the Alliance in Skellefteå opposes. They believe that you risk missing qualified personnel.

- In order to maintain a good teaching quality, staff must have the opportunity for training. It is already bad for them, so with restrictions on recruitment you risk missing the competent teachers who are interested in working in our municipal schools and preschools, they write in a joint press release.

Want to see continued digitization

The fact that the competent teacher is bad confirms the head of administration. He believes that the number of pupils at the different schools is unevenly distributed and that it is therefore difficult to get it together with competent teachers. The plan of action therefore includes partly a proposal to introduce active school choice in order to more easily control the distribution, but also continued digitization.

- For example, it can be distance learning, that the students are in the classroom with a tutor while the teacher is teaching digitally from another place.
