The European Union has given Boris Johnson a two-week ultimatum to present its plan for Northern Ireland and resolve the "safeguard" pitfall to avoid returning to the hard border in Ireland, reports The Guardian.

The British premier must present his proposal on September 30 as a requirement to advance negotiations towards the European summit on October 17 and 18, the last opportunity for an agreement between London and Brussels before the stipulated date for Brexit (October 31 ).

The EU ultimatum puts Johnson between the sword and the wall, which he must face at the end of September before the Tories militants - mostly supporters of Brexit without agreement - at the annual conference of the Consevador Party in Manchester.

In his meeting in Luxembourg with Jean-Claude Juncker, president of the European Commission, Johnson detailed his proposal on Monday to create an agricultural and livestock "common area" between the two Irlandas. The plan, known by the acronym SPS in English (Sanitary and Phytosanitary Measures), clashed with the reluctance of the EU to consider that the majority of trade between the two Irlandas would not be covered and that the creation of customs would be necessary.

Boris Johnson himself was apparently surprised at the limitations of his proposal and blamed his negotiator David Frost and Brexit Minister Stephen Barclay, according to the Financial Times.

The EU's chief negotiator, Michel Barnier, criticized the attitude of the Johnson Government in an intervention before the European Parliament: "After three years since the referendum, ladies and gentlemen, this is not exactly the time to pretend to be negotiating. "

Antti Rinne, Prime Minister of Finland (who holds the European presidency), expressed his "concern about what is happening in the United Kingdom". In an intervention in Paris with President Emmanuel Macron, Rinne pressed Johnson in these terms: "Vague talks on negotiation proposals are irresponsible. The United Kingdom must make a clear proposal very soon if it wants us to discuss it."
