The whistle blower function in Borås is to be investigated

Last week, an investigation into the Malin Carlsson municipal council was made public. The report touches on how Malin Carlsson should have exposed his political secretary to abusive discrimination. But Malin Carlsson was never heard in the municipality's investigation.

Following this event, votes are now being raised for the system to be reviewed. The Swedish Democrats see a problem for the whistleblower service when it comes to work environment issues, since it is Borås city that is responsible for the secretaries and parties for the politicians. The party sees a risk that municipal officials can be exploited in political power games.

"Obviously, there can be a risk if there are different contradictions within a party where you use the function to hang out representatives and make statements without the other party being able to hear about it," says Andre's Exner (SD) opposition council.

When the city of Borås made its inquiry, it was handed over to the Social Democrats. Now Borås workers' municipality has decided that they lack confidence in Malin Carlsson. This was done after an overall assessment where the municipality's investigation was an important part.

Per Carlsson (S) is chairman of Borås Workers' Municipality. He believes that whistle blower function in Borås is an issue that will continue to be discussed.

- It will be very brutal to get such a report straight out in the municipality's diary.

What do you have to say to those who might suspect that the whistleblower function here was used for a political power play?

- I have no idea. I have no idea who contacted the whistle blower function.

Following the Swedish Democrats' initiative case on the whistleblower function, the municipal council decided to forward the matter to the City Management Office.

- That's what we wanted. We want experts to look more closely at the boundary for the function, says Andreas Exner (SD).

SVT has applied for Peder Englund at Borås City Center for Knowledge and Security, CKS, which conducted the investigation. But he does not want to comment on the investigation or the whistle blower function at this stage.

Svante Stomberg is the commander in Borås. He believes that it has been extremely unclear if the management organization has entered the political arena. According to Svante Stomberg, this is why CKS did not talk to the municipal council.

- It's the wrong half. Therefore, the investigation was half, he says.

Svante Stomberg sees a problem when politicians become the subject of a whistleblower investigation.

- My personal opinion is that one should ask the question whether the policy should be included in the whistleblower function. It is not reasonable for the management organization to make inquiries about the political organization.
