The General Inspectorate of Administration pointed in report on the controversial operation during the music festival in Nantes "the lack of discernment" of the divisional commissioner in charge.

Two years ago, in "somewhat similar" circumstances, the report states that the official had pushed his men back, a "tactical retreat" while waiting for a return to calm. The night Steve died, the projectiles being more numerous, he pushed his men to try to make stops. A "questioning maneuver" for the IGA, because the only individual arrested was released a few moments later by force by about fifteen assailants.

The inspection also highlights the large volume of ammunition used during this operation: 33 tear gas grenades, 10 grenades deencclement, and 12 shots of LBD. That is "as much as for a demonstration of 'yellow vests' at low intensity". Except that the controversial operation takes place in the middle of the night, at a time "when the lucidity of people was impaired," says the IGA. As a result, the report counts 7 people who fell in the water during this operation, not counting Steve.

This is why the report mentions the "lack of discernment" of this commissioner, who has been described as an excellent seasoned official who has previously been appreciated by his superiors. He will no longer be in charge of policing, at least until the end of the judicial inquiry into the death of Steve Maia Caniço.
