In 2020, a pilot project of superservice for moving within Russia will be launched. This was reported to RIA Novosti in the ANO "Digital Economy". This is a grouped set of electronic public services that should facilitate relocation within the country.

This super service was introduced by the Minister of State Administration, Information Technology and Communications of the Moscow Region Maxim Rymar on September 10. According to him, every year 10 million people move to Russia, who need to visit an average of 10 departments and write 15 statements.

“The range of services will allow Russian citizens, upon moving to another region of the country without visiting numerous organizations, to obtain registration at the place of residence, a compulsory medical insurance policy and attachment to a medical organization, registration with the military registration and enlistment office, queuing up for kindergartens and schools, obtaining personal bills for housing and communal services and other necessary services, ”the source told RIA Novosti.

According to the information provided on the State Services website, the use of the “Move to another region” super service can reduce the visit to departments to one - to pick up ready-made basic documents. However, this depends on the number of children in the family, social status and individual needs for documents.

At the moment, only a prototype is available on the site - you can find out about the services and functions of the super service, but you can not use them. A full launch throughout the country is scheduled for 2023, until then the functionality of the super service will expand gradually.

“A separate team will be formed for each super service”

Recall that in February the government approved 25 super services for priority occasions. According to Deputy Prime Minister Maxim Akimov, a separate team will be assigned to each project.

“To implement each of the 25 superservices, a separate digital transformation team will be formed, the main tasks of which will be to develop the target state of superservice from the point of view of best user experience, optimize business processes, analyze existing state information systems and develop requirements for their modernization taking into account common architectural requirements and global best practices, ”he said.

Akimov stressed that the prototypes of all super services will be available in the public domain until the end of 2019.

In July, prototypes of the first five super services appeared - “Birth of a child”, “Admission to a university online”, “Moving to another region”, “Registration of an Euro protocol online” and “Digital enforcement proceedings”. By opening the appropriate sites, you could find out about the functions and services, but so far you cannot use it.

At the end of August, prototypes of five more super-services were presented - Justice online, Filing applications to law enforcement agencies, Pension online, Appealing fines and Losing a loved one.

The pilot project of the super-service “Digital Documents on Online Education” will be launched in 2022, according to the ANO “Digital Economy”, RIA Novosti.

“Superservice will provide the formation of documents on general, secondary vocational and higher education in electronic form, as well as the possibility of an online appeal to the results of the exam. The pilot project is planned to be launched in 2022, ”the source said.

The Russian Ministry of Labor is responsible for the super services associated with disability assistance, employment, social support, pensions and labor migration. This was previously said by the deputy director of information technology and the provision of project activities of the Ministry Mikhail Aronov.

“At present, 25 super-services have been approved, the Ministry of Labor of Russia is responsible for five of them - online disability assistance, online personnel, online social support, online pension and labor migration,” he said.

In this case, the key will be a project to provide social support, noted Aronov. According to him, when a certain life situation arises, the system itself will create a draft for support.

“At the moment, our target model implies that in the event of a life situation, the information system will immediately create a draft application for government services or social security measures, and the citizen will only need to approve what he really wants to receive,” Aronov emphasized.

Digital Public Services Development

It should be noted that in Russia, a program to introduce state digital services is being successfully implemented. According to a study by BCG, an international consulting company, Russians are in the top 10 in terms of the frequency of use of electronic services. Data were presented in early March.

The expansion of the capabilities of state online services is included in the federal project Digital State Administration of the national program Digital Economy of the Russian Federation. According to its tasks, citizens will finally switch to interacting with the state via the Internet.
