By 2020, pensions will increase on average up to 15 thousand rubles, and for pensioners not working in old age - up to 16.4 thousand. This is stated in the documents of the secretariat of Deputy Prime Minister Tatyana Golikova.

“I remind you that this year insurance pensions were indexed by 7.05%, which exceeded the inflation rate in 2018 (3.8%, according to the Ministry of Economic Development. - RT ). This approach will continue to be applied, ”said Golikova during a meeting of the tripartite commission on the regulation of social and labor relations.

According to the Deputy Prime Minister, payments for veterans and disabled people will be indexed by 3.8%. Note that social pensions are paid to disabled citizens who cannot rely on insurance.

For working retirees, payments have been increased by 1.4% since August 1, according to the Russian Ministry of Labor. Its size depends on the salary of the recipient.

“From August 1, 2019, a non-declaring recalculation of insurance pensions of pensioners who worked in 2018 will be carried out, as a result of which pensions of this category of pensioners will be increased. The recalculation applies to all pensioners who receive an old-age or disability insurance pension for which insurance premiums were paid in 2019, ”the press service of the ministry told TASS.

At the moment, the average pension in Russia is 14 150 rubles. This was announced by the Federal State Statistics Service in late August. According to the agency, this is 1.4% higher than a year earlier.

Maternal capital growth

From January 1, 2020, other payments will be increased. So, Golikova said that maternity capital will be increased by approximately 13 thousand rubles. Note that the indexation of this allowance was suspended in 2016 and amounts to 453 thousand rubles.

“The amount of maternal capital in 2020 will increase by 3.8% and amount to 466 thousand 617 rubles. The budget of the Pension Fund provides for about 325 billion rubles for general financing of the maternity capital program, including the resumption of indexation from January 1, 2020, ”said the Deputy Prime Minister.

Recall that the families in which the second child was born or was adopted in 2007 can apply for maternity capital. If these funds were not issued to him, then you can get them at the birth of the third or subsequent child.

Other benefits to support families will grow. A total of 2020 provides for about 150 billion rubles for the payment of funds to care for a child under the age of three years.

“Now we have monthly cash payments will be paid from January 1, 2020 to three years. Accordingly, for these purposes, the budget provides for almost 75 billion rubles. The total budget allocation for these purposes is estimated at almost 150 billion rubles, ”said Golikova.

These benefits will be given to families upon the birth of their first or second child for three years of care. Claim these funds will be able to those whose average per capita is less than twice the subsistence level of the region in which they live - this figure was deliberately increased to expand the number of people who can apply for benefits.

“At the same time, the criterion of family need is increased to twice the cost of living of the able-bodied population,” said Golikova.

Public sector salaries

Golikova also spoke about other social measures planned for 2020. Thus, salaries will be raised for public sector employees who were not included in the May 2012 presidential decree.

“In relation to public sector employees who did not fall under the presidential decree, inflation will be indexed annually - on October 1, their wages will be indexed by 3.8%,” the Deputy Prime Minister said.

We are talking about employees of institutions in the social sphere and science, employees of the hydrometeorological service, medical and social expertise, veterinary laboratories, Rospotrebnadzor hygiene centers, rescue centers of the Russian Emergencies Ministry and others.

The achieved ratio between the salaries of state employees and the regional salary will also be maintained. According to Golikova, 100 billion rubles will be allocated from the federal budget for the regions for these purposes.

The increase in the minimum wage

Earlier, the Minister of Labor and Social Protection of Russia Maxim Topilin said that since 2020 the minimum wage will increase by 7.5%. According to him, this will affect the income of 3.2 million Russians.

“The increase in the minimum wage will affect about 3.2 million people, half of whom are employed in state and municipal institutions,” he said.

Thus, the minimum wage will increase from 11,280 rubles to 12,130. For these purposes, 20.9 billion rubles will be allocated from the budget, and expenses of organizations in the real sector of the economy will amount to 20.8 billion rubles, Topilin emphasized.

Note that the minimum wage also affects the formation of some benefits. Thus, an increase in this indicator will lead to an increase in the payments tied to it. Initially, it was planned that indexation of the minimum wage would be carried out in 2021, but the Ministry of Labor took the initiative to do this from 2020.

The Ministry of Labor expects that by the end of 2019 the number of low-income Russians will decrease.

“The semester of this year to the semester of the previous year - poverty increased from 12.5% ​​to 12.7%. But we expect that by the end of the year the dynamics will become positive: as a rule, December of next year is better than December of the previous one, ”Topilin said.
