As promised, the Minister of the Interior made public the report of the Inspectorate General of Administration (IGA) on the evening of the Music Festival in Nantes during which Steve Maia Caniço died. The death of this extracurricular animator of 24 years, whose body was found on July 29 in the Loire, had sparked a heated controversy against a backdrop of controversial intervention by law enforcement. Christophe Castaner implicates the police commissioner in the field, who has " lacked discernment ".

How to get off the top of the huge controversy over Steve Caniço's lethal way two months ago? Already weakened by his management of the movement of "yellow vests", Christophe Castaner is seeking legitimacy. The Interior Minister had to take a symbolic first step, this Friday, September 13, by unveiling the report of the General Inspectorate of Administration (IGA). According to this report, " the investigators note that the decisions taken by the divisional commissioner in charge of the operation in the field have lacked discernment ".

The IGA, the inspection body of the Ministry of the Interior, had been seized on July 30 to clarify the circumstances of the police operation conducted in the night of June 21 to 22 on a quay of the Loire in Nantes during which Steve Caniço
had disappeared. His body was found in the Loire five weeks later.

" The mission notes that this [the intervention of the police on the night of 21 to 22 June] was legitimate in principle given the jets of projectiles that the police were subject. These methods, meanwhile, were not adapted, "said the Minister of the Interior to the press. The speed of reaction prevailed over the analysis, preventing a more adapted maneuver , "said Chrisotphe Castaner.

" The Divisional Commissioner in charge of operations will no longer be able to perform his duties and will be transferred in the interest of the service on a job without responsibility for maintaining order, pending the outcome of the judicial investigation ", so decided The Minister.

The prefecture and town hall pinned too

The IGA investigators also pinpoint the Loire-Atlantique prefecture and the Nantes city hall, for not having " paid sufficient attention" to the presence of sound systems on the Wilson platform. As a result, the minister stated that any intervention " in a difficult context, especially at night, will have to be expressly authorized by the prefectural authority ".

However, " the mission observes, first, that the situation would have been totally different if the ninth sound system had cut the sound like the other eight , is it written . The root cause of the violence of the night is this one. "

During the ensuing clashes, the police fired thirty-three tear gas grenades, ten clearance grenades and twelve defense bullets. However, the authorities are not cleared by the IGA, in particular the town hall of Nantes and the prefecture of Loire-Atlantique, which should have " taken more into account the security of the event".
