According to the project, the fine in the case of the first violation for legal entities will amount to 2-6 million rubles, and in case of a second violation - 6-18 million rubles.

As noted in the explanatory note, the current legislation did not provide for liability for non-compliance with requirements for the localization of databases. As a result, corporations were fined 3,000 rubles under the Code of Administrative Offenses for failure to provide information.

“Such a small penalty for large Internet organizations is clearly disproportionate to the nature of the offense and is not able to induce compliance with Russian law,” the document says.

The authors of the initiative were the deputies of United Russia Viktor Pinsky and Daniil Bessarabov.

The head of Roskomnadzor Alexander Zharov said that this project is “a signal not only from Twitter and Facebook, but also to other companies that have not yet complied with the requirements of Russian law.”
