“Kuznetsova sent ... a proposal to grant an amnesty for a number of categories of citizens,” the press service of the institution of commissioners for children's rights said.

It is noted that under certain conditions it is planned to release from punishment those who have committed crimes under the age of 18 years, pregnant women, women who are single and large parents with children under the age of 14 years.

“At the same time, this amnesty will not apply to convicts for especially serious crimes, deprived of parental rights, to perpetrators of crimes against minors, to convicts two or more times, to especially dangerous repeat offenders,” the statement said.
