A woman who was driving drunk an electric scooter in Zaragoza has been fined on Monday with 1,000 euros after crashing into a tree, as published by the Local Police on her Twitter profile.

The agents who attended her performed a breathalyzer test that yielded a positive result , so she was sanctioned with a fine of 1,000 euros.

Specifically, the woman gave a result of 0.65 milligrams of alcohol per liter of exhaled air, when the maximum allowed is 0.25 milligrams.

In this regard, the State Attorney General's Office denounced on Monday in its 2019 annual report the situation of " allegiance " with which many vehicles included in the concept of scooter circulate, and that, according to data collected in 2018 , have caused the death of up to 273 people .

From the organ they emphasize that the users of these vehicles - commercialized as electric scooters or electric scooters -, move without paying attention to the national legislation, nor to the European one, on technical requirements of design, manufacture and commercialization, in addition to not having all the certification or documentation required .

The data collected by the DGT in the past year, determine that the appearance of these scooters has meant "a significant increase" in the risk of abuses and their consequences . In fact, the Prosecutor's Office points out in the study that in the first eleven months of 2018, 273 accidents were counted in 44 cities. "In 203 of them," says the organ, "there would be some kind of responsibility of the skater ."

Although he acknowledges that "it is not possible to generalize" because there are places "where coexistence is fluid", he does point out that there is a " lack of awareness of respect for the rules " which, in his opinion, implies "a risk for them same "and" for other road users ". Hence, to demand a regulation, municipal and state, sufficient to solve this situation, to give its users the knowledge and warnings necessary to not generate " a false sense of impunity ."

Similarly, call on manufacturers and companies not to act with these vehicles with the same attitude as when the product is a toy.

JUDICIAL ACTIVITY

Regarding the activity of the courts during 2018, the document indicates that the Prosecutor's Office received 86,452 accusation briefs for crimes against Road Safety , a figure that represents 32% of the total accusations made throughout the country and a number " slightly higher "than last year.

It also increases, breaking the trend of the previous three years, the number of procedures initiated in 2018, with around 14,000 more procedures than the previous year. A 15% in the total of procedures that is reflected in all the criminal typologies. The most notable increase , the report explains, is recorded in driving offenses under the influence of alcohol or drugs - which goes from 59,466 of 2017, to 69,121 of 2018 - and in the three types of driving without a permit - of 30,875 in 2017 to 36,649 in 2018-.

In 2018, compared to previous years, there is also a " significant increase " in the number of accusations of the Prosecutor's Office for road traffic offenses , with around 10,000 more than the previous year, approximately 13% more, rising also the number of convictions in more than 7,000, which represents a percentage increase of almost 9%. "Far above the slight increase appreciated the previous year," the report said.

"The data reflects that the stability trend of the previous years has also suffered a break in this case, with volumes of increase not negligible, " adds the Prosecutor.

As for the penalties, 24,543 entries for penalties and alternative measures issued for crimes against road safety have been managed by the penitentiary administration, according to data provided by Penitentiary Institutions. Of these, 24,068 were for work for the benefit of the community and 475 for road education programs imposed as a condition for granting the suspension or replacement of custodial sentences.
