08 September 20197.00 The Guatemalan Parliament has approved the government proposal to declare a state of emergency in 22 municipalities in the North-East of the country, after the killing of three soldiers by alleged drug traffickers, near the border with Belize. The measure allows the police and the military to detain suspects without an arrest warrant, and also imposes a nighttime curfew, while limiting the right to protest and hold crowded meetings.
