Unsurprisingly in the DRC, the deputies on Friday (September 6th) invested the first government of President Félix Tshisekedi led by Sylvestre Ilunga Ilunkamba in a vote boycotted by the opposition.

The program of the team led by Sylvestre Ilunga Ilunkamba was adopted Friday by 375 votes and four abstentions out of 500 deputies in total, and in the absence of the opposition who boycotted. This is the first coalition government of new President Felix Tshisekedi and his predecessor Joseph Kabila.

At the beginning of the meeting, the Prime Minister responded to criticisms made by several MPs about the content of his program during his presentation on Tuesday. A program considered " very ambitious ", " too " even for some and above all, " imprecise ", with " no figures, no chronogram, no funding mechanisms ".

Prime Minister tries to reassure on the program

The Prime Minister first defended the " ambitiousness of his program ", considered " unrealistic " by some. " The lack of ambition condemns our society to inertia and misery, " he said.

To those who demanded more concrete measures and details on how he intends to achieve its many goals, the Prime Minister has made little detail, but returns the ball to his government now responsible for translating his program into roadmap.

He promised that " a multi-year action plan with a medium-term expenditure framework " will be put in place, with budgets, timetables and success indicators.

On the fundamental question of the financing of this program also raised by several deputies, the Prime Minister essentially recalled that he intended to initiate " new reforms " in the fiscal field and fight in a general way against the corruption and for the diversification of the economy in order to " increase " the government's financing capacity.

He still made an announcement, that of his growth goal: to reach 10% per year " over the next five years ".

"Prime Minister has not quenched our thirst"

In fine , this program was adopted by a large majority, but some Friday did not hide a hint of skepticism. " The Prime Minister has not quenched our thirst, " lamented a member of the ruling coalition.

We will " judge on piece ", believes on his side Henri-Thomas Lokondo, elected majority. He promises to be on the watch " and exercise rigorously its power of control ".

Juvénal Munubo, elected from the UNC party of Vital Kamerhe, the chief of staff of the head of state, is pleased that the prime minister has heard the concerns of the deputies, but believes that it is still in the stage of promises and expects to judge on piece. He promises to be vigilant.

I expected it to present us with a logical framework with priority actions, indicators and sources of funding. He told us that it was coming very soon.

In a statement, the opposition MPs justified their boycott of the meeting by protesting the " irregularities " they found in the distribution of speaking time.

The PPRD MP, François Nzekuye, believes that the regulation has not been violated. He said " lament ", but " do not regret " the absence of the opposition during this vote.

They are false-eyed ...
