The City Council of Madrid, through the Area of ​​Government of Families, Equality and Social Welfare, will promote, for the first time in the history of the Consistory, the granting of financial aid - between 100 and 200 euros per month - for families with children from zero to three years enrolled in private centers for early childhood education that requested but did not obtain a place in public or private nurseries that have municipal funding.

This "children's scholarship", as the Consistory itself calls it, will begin to be received retroactively in the first quarter of 2020 and municipal sources estimate that up to 2,200 families will benefit from it.

The measure will have a total budget of 3.3 million euros and will consist of 200 euros per month for a maximum of 11 months for families with income per capita equal to or less than 9,473 euros and 100 euros per month for the rest of families with income superior.

"The starting point is to advance in the universalization of early childhood education and ensure that all families can access it. In addition, it is necessary to facilitate work reconciliation in these same families," said José Aniorte, delegate of Citizens of the area of Families, Equality and Social Welfare.

From the City Council they assure that the situation of the families will be taken into account for the scale of the endowment, that is to say, if they are "single parents, numerous" or if the mother "has been victim of gender violence", affirmed Aniorte.

One of the purposes of the measure is "to bet on equal opportunities from the first point of education," said the delegate, in addition to "enhancing" the positive characteristics of education in kindergartens.

" The benefits of early childhood education are beyond doubt. Children with this type of education are better integrated into the classes of the schools and have a better performance, so it is necessary to make progress in facilitating it," said Aniorte.

The City Council also guarantees compatibility between this and other additional aid regardless of its origin -public, physical or private legal-, but always up to the limit of the cost of the service of the educational center.

In order to access the "children's scholarship" it will be necessary to have the family home in the municipality of Madrid; not having obtained a place in a public center; and be enrolled in a private child education center in the municipality, as long as it is authorized by the educational administration.

The deadline for submitting applications will be 20 calendar days from the publication of the first BOCM in October and will be applied retroactively.

The procedure can be carried out both electronically and in person at the Registry offices of the Madrid City Council, delivering a certificate of registration and documentation proving the level of income.

In parallel, and with the intention of "guaranteeing" this type of education in the future, Aniorte said that in addition to the "necessary step" of the "children's scholarship", " the City Council will also create new educational centers for children."
