05 September 2019 "I swear to be faithful to the Republic, to loyally observe the Constitution and the laws and to exercise my functions in the exclusive interest of the Nation". This is the formula of the oath pronounced at the Quirinale in the hands of the head of state, Sergio Mattarella, by the prime minister, Giuseppe Conte, and one by one by the 21 ministers of his yellow-red government.

The Conte bis government was therefore born, which today will meet for the first time in the Council of Ministers at Palazzo Chigi. "Strengthened by a program that looks to the future, with this team we will dedicate our best energy, skills and passion to making Italy better in the interests of all citizens from North to South", he said yesterday at the Quirinale Conte, after reading the list of ministers of the new executive.

Shortly before the team's presentation, Conte had an interview with the head of state and had dissolved the reservation. The new yellow-red executive on Monday morning will have to appear in the Chamber for confidence and the next day, Tuesday, in the Senate. Conte also met the presidents of Montecitorio, Roberto Fico, and of Palazzo Madama, Elisabetta Casellati yesterday.

The team: 21 ministers, 10 M5S, 9 Pd, 1 LeU, 1 technician . Seven women
There are 21 ministers of the Conte bis, 13 with portfolio and 8 without: ten to the Five stars, nine to the Pd, one in the Leu quota. Seven are women, one third of the total, and among these is the only technician, Luciana Lamorgese who occupies the Viminale's armchair. This is the photograph of the new yellow-red government according to the list presented today at the Hill and read live on TV by the premier Giuseppe Conte. In the 'room of the buttons' at Palazzo Chigi there is the representative Pentastello Riccardo Fraccaro as undersecretary to the Presidency of the Council. Among the 21 ministers, 12 are novices: they have never held government posts.

11 ministers from the south, 8 from the north, 2 from the Romans
The Conte bis Government has a slight predominance of southern ministers. In addition to the Prime Minister of Puglia, 11 ministers were born in the south. There are 4 campanians: Di Maio, Costa, Amendola and Spadafora. The Sicilians 3: Bonafede, Provenzano, Catalfo. The Apulians 2: Boccia and Bellanova. The Lucanians 2: Speranza and Lamorgese. There are 8 ministers in the north: the two Lombard Guerini and Bonetti, Franceschini and De Micheli from Emilia Romagna, Pisano and Dadone from Piedmont, D'Incà dal Veneto, Patuanelli da Trieste. The Roman ministers are Gualtieri and Fioramonti. Three historical red regions remain dry: Tuscany, Umbria and Marche. Without ministers also Liguria, Abruzzo, Calabria and Sardinia.
