“Your archbishop, as in the past, has all the spiritual and administrative authority over our Office of the Diocesan Union ... the appointment of Mr. Emanuel as Locum Tenens of the Office of the Diocesan Union of Russian Orthodox Associations in Western Europe does not have good grounds,” the document states.

Earlier media reported that the synod of the Church of Constantinople withdrew from its patriarchate Archbishop John of Hariupol, the ruling bishop of the Western European exarchate of Russian parishes, whose dissolution was announced a year ago. Russian parishes in France were transferred to the jurisdiction of Metropolitan Gallic Emanuel.
