Al-Jazeera Net got details of postponing the formation of a transitional government in Sudan, and the consensus reached so far between the forces of freedom and change and Prime Minister Abdullah Hamdouk on the names of candidates for membership of the new government.

When Omar Qamar al-Din visited his friend Abdullah Hamdouk in Addis Ababa three weeks ago, ruminating memories were present among the two dear friends, but the concerns of the future were there.

At that time, Hamdouk was the most likely candidate for the premiership, and that was what was achieved, while Omar Qamaruddin was a possible candidate for the Foreign Ministry, but much water passed under the bridge and kept Qamaruddin from the Foreign Ministry.

A few days ago, an expanded committee of freedom and change met and presented a list of 71 names that were pushed by the Committee of Five nominations for 18 ministerial posts.

After reviewing the lists, the committee ended up raising 65 candidates after withdrawing six names, including one candidate whose university degree was suspected.

This list contained a number of illustrious names. Three names were nominated for the Foreign Ministry: Omar Qamaruddin, Ambassador Omar Manis, and Ambassador Omar Siddiq, while Madani Abbas Madani, a prominent figure in the popular movement, was nominated for the post of Minister of Presidential Affairs, along with Faisal Mohammed Saleh. In the Ministry of Information, a small victory in tourism and culture, and Ibtisam Sanhouri in the Ministry of Justice.

The latter contributed significantly to the drafting of the constitutional document, which is to govern the transitional period of 39 months.

Check and changes
After the list of 65 candidates for the Prime Minister was submitted, a copy of the same list was submitted to the Sovereign Council for security checks through the relevant security services.

Despite the severe blackout on the result of the security check, the leaks confirm that the competent authorities have reserved a few names and the result of the examination was raised to the Prime Minister to take into account.

The political street then flared, protesting against the nominations of Abbas Madani and Ibtisam Sanhouri, on the grounds that they were part of the negotiation process.

According to a source familiar with freedom, it was agreed to withdraw the names of the list, as was the withdrawal of two candidates for the Ministry of Religious Affairs, and apologized to the candidates of the Ministry of Youth and Sports after being accused of loyal to the former regime.

The same accusation was extended to Ambassador Omar Siddiq, who was replaced by the names of Mohammed Abdullah, a former ambassador who has exceeded the age of retirement.

Additional candidates
After the list was submitted to the Prime Minister, it was re-reviewed by a small committee headed by Hamdouk himself along with a number of his aides.

The Committee concluded a review of the names of the ministries and the names of ministers and noted the lack of female candidates, especially after the Prime Minister's commitment to empowering women in his new government.

In light of this, Hamdouk held a meeting with the Coordinating Forces of Freedom and Change, which represents the executive wing of the expanded coalition, and informed her of the urgent need for additional candidates in the Ministry of Industry and women.

It was agreed to accompany the Prime Minister's remarks, including his proposal to add five specific names to the list of the Council of Ministers, to achieve a balance between men and women, and geographical balance, as it became clear that the list of candidates does not adequately include eastern Sudan and the new south, which includes Southern Blue Nile and South Kordofan.

Hamdouk's five-year list included Asma Abdullah at the Foreign Ministry, Issa Othman Sharif at the Ministry of Agriculture, Hashem Sheikh Zahir in Infrastructure, and Omar Jama in federal rule.

This list was injured and amended at the meeting of the Nominations Committee, where a young woman who graduated from the university four years ago.

But the lack of experience was not the only reason for the reservation after it emerged that Hamdouk was presented by a representative of South Blue Nile, although her native South Kordofan, and the same reservation included the candidate for the Federal Ministry of Government, where he was considered a cadre of the military government of May revolted by the people in 1985.

The luckiest
Despite last-minute changes, there are names that have been agreed between the prime minister and the Freedom Forces, according to an informed source.

The list was as follows: Omar Manis in the Ministry of the Presidency of the Council of Ministers, the names of Mohammed Abdullah in the Ministry of Foreign Affairs, Faisal Mohammed Saleh in the media, Mohammed Abdul Salam Al-Azirik in the Ministry of Justice, Mohammed Al-Amin Altom in the Ministry of Education, and Ibrahim Badawi in the Ministry of Finance, Akram al-Tom in the Ministry of Health.

It was also agreed to assign the post of Minister of Higher Education to the victory of small children instead of the Ministry of Tourism, and Ali Lina Sheikh Mahjoub in the Ministry of Labor, and loyalty of Bushi in the Ministry of Youth and Sports.

Although the debate over ministerial nominations is still raging in Khartoum, sources close to the prime minister told Al Jazeera that the man is not in a hurry and that his goal is to create a homogeneous cabinet representing all of Sudan on the basis of political competence and independence.

According to the same sources, the Prime Minister is determined to assign a senior ministerial position, along with the Foreign Ministry, to one of the women as the title of the new phase.
