In the January agreement between the government and the partners, the Center and the Liberals agreed in one of the points on changes to the right to personal assistance.

Both assistance with probe feeding and breathing would give the right to assistance and is considered a so-called "basic need" such as eating, dressing, communicating or maintaining their hygiene.

But the bill was criticized by several referral bodies for not being clear enough changes in the legislative text.

- The proposal we had made was not enough for probe feeding. Instead of waiting with both, we added breathing first and then probe feeding will come soon, says Social Minister Lena Hallengren (S).

Expensive budget items

Assistance for people with disabilities is one of the Liberals' big heart issues, and at the same time a big budget item. Now budget negotiations are underway that weigh these reform promises against other things that the government has promised to implement together with the partnering parties.

According to the agreement, studies will already be held this autumn, whether parents of children with disabilities receive too much parental responsibility and to investigate what kind of care in the home that one should expect to be able to do without assistance, so-called self-care.

But the Liberals' spokesperson on disability issues Bengt Eliasson warns that it will be difficult to keep the promises at a promised pace.

- We have had far too few talks and negotiations on this issue and we need to step up the pace, he says.

"Emergency Mode"

The Left Party and the Christian Democrats also criticize that the changes in the assistance act take too long.

- The government parties are failing these people when they bury these issues in investigations, says Pia Steensland (KD). We have a disaster situation, where people with extensive disabilities do not get the help they actually need.

The Liberals want the entire assistance to become a state responsibility and do not think it is necessary to investigate the matter again. But Lena Hallengren (S) says the government will follow what is stated in the January agreement.

- Breathing and probe feeding are on the way, we will look at parental responsibility and self-care as well and in 2021 we will appoint an investigation on state headmanship.
