The guards, who stood at a guard and distributed cigarettes to prisoners in the walk-in yard, perceived what was about to happen when they saw the rope hang out from an open cell window. At one end, a cap bottle was filled with water as weight.

The inmate, who was out on the promenade playing football, began to climb the rope along the prison's facade to be able to get over the fence, but the rope got stuck in a piece of barbed wire and the guards could shake the rope so he fell down.

Now the Prison and Probation Service has investigated the course of events and found that at least six inmates, perhaps more, were involved and assisted in the escape attempt.

A person must have delivered a laundry bag placed outside a living room. A second aide has then brought the bag into the room, and shortly afterwards another three people have entered. A sixth person has subsequently pressed the assault alarm in the department, as a diversion maneuver.

Old prison

Although the Kalmaranstalten is a class 2 residence, you can open the windows in the living rooms. This is because the building is old, built in the mid-19th century, and therefore it gets too hot in the rooms during the summer. This is one of the circumstances that may have enabled the escape attempt, the investigation finds.

- It is an old institution with everything it means in terms of conditions. We must have locally adapted routines. Then of course we also have demands on us. What we need to do now is to sharpen the routines we have locally, ”says Hans Lagerlöf, head of the Kalmaran Institute to SVT.

For example, one will review the routines surrounding the inmates' clothing garments. Today, there are open clothing stores in every department where the inmates can retrieve their clothes themselves.

"Hard to keep track of 16 pairs of pants"

- We have decided how many clothes the clients may have in the room, but if a client really wants to make this escape attempt, it is difficult for us to keep track of 16 pairs of pants, I must say, says Hans Lagerlöf.

The institute has also reviewed its routines around the guards' placement on the walk-in yard, and practiced how to act in case of multiple assault alarms.

Hans Lagerlöf, however, wants to point out that most things were done right during the escape attempt.

"This was a success in that we managed to ward off a completed escape," he says.

The man who tried to escape, among other things convicted of theft, was permanently relocated to another facility after the incident. The six other inmates who are considered accomplices were taken into custody and reported to the police for attempts to promote escape. They are also relocated to other establishments.
