On Tuesday, a meeting of the government commission on road safety was held at the headquarters of the Russian traffic police in western Moscow. The main topic was the issue of road safety for children. In recent years, mortality and injuries among minors have decreased significantly, but until now, hundreds of children die and thousands of children are injured in road accidents.

In his opening remarks, the head of the commission, Deputy Prime Minister Maxim Akimov, touched on a number of upcoming innovations for motorists.

So, from 2020 on the public services website it will be possible to trace the entire history of owning a particular car. In addition, motorists in their personal account will have access to the services of commercial organizations, for example, it will be possible to sign up for a vehicle inspection or to issue an insurance policy.

In addition, starting next year in Moscow, monitoring of ownership of OSAGO policies will start working. Thanks to access to the base of the Russian Union of Motor Insurers, the traffic police cameras will be able to automatically check if the driver has a policy, after which a penalty will be issued to those who do not have one. The system was supposed to work a few years ago, but since then the timing of the introduction of such monitoring has been constantly shifted due to inconsistencies between the SAR and the Moscow government.

“Now the Moscow government is transmitting data from cameras to the Ministry of Internal Affairs. This is all compared with the data of the Russian Union of Auto Insurers. And we have already more than 5.5 thousand car owners received notices of the absence of poles. But next year, as we plan, these will not be notifications, but legally significant actions that will literally mean the formation of fines in the automatic mode for leaving without having a policy, ”Akimov said.

The central event of the meeting was the report of the head of the State traffic inspectorate of Russia, Mikhail Chernikov, after which the commission members heard representatives of regions where the situation with child traffic accidents on the roads is not only not improving, but has recently become worse.

Chernikov began by saying that over 10 years, the number of road deaths among children has been halved. Nevertheless, in the seven months of this year, 304 minors died, and almost 12 thousand were injured. He also noted that in 12 regions, the situation with child accidents in all key indicators has become worse compared to last year.

The head of the traffic police complained that the country does not have a unified approach to studying the basics of road safety in schools, each of which decides how much time to devote to this direction. Some educational institutions devote 48 hours a year to this, and some only 2, which, according to the head of the traffic police, is unacceptably small.

He noted the positive role in improving child safety on the roads of the detachments of Young Traffic Inspectors (UID), in which children participate in various specialized activities, study traffic rules, learn to provide first aid and drive a bicycle.

Also, according to Chernikov, children's and youthful driving schools have a positive effect, of which there are 169. There are 12 thousand children in them learn to behave correctly on the road and safely drive motor vehicles and vehicles.

Chernikov came up with a number of specific initiatives.

One of them was the proposal to limit the maximum permissible speed for drivers who transport minors in the cabin. Earlier, Chernikov had already voiced a similar idea, proposing to reduce for this category of motorists the maximum allowed speed by 20 km / h.

This is due to the fact that, according to the traffic police, the vast majority of accidents in which children suffer and die are caused by vehicle drivers. At the same time, the department does not plan to punish for non-compliance with this regime.

Also, the head of the traffic police suggested introducing automobile lessons in schools. A new additional course can be introduced as part of the subject “Technology”.

In addition, Chernikov considers it necessary to increase the number of topics on road safety as part of the life safety and environmental classes. To ensure that the quality of teaching these disciplines is up to standard, special courses can also be organized for teachers.

In turn, Maxim Akimov urged to seek new ways of working with the public in the field of promoting road safety.

“The world has changed a lot, sometimes I get the impression that we are having a conversation the way we would have conducted it 15 years ago. Methodical courses, programs, textbooks ... Buzova has 15 million subscribers, we should probably come to a person ... Probably, if this is the leader of public opinion, then this is a responsible, thinking and patriotic person, ”Akimov said.

The Vice Prime Minister emphasized that it is necessary to more actively promote safe behavior on roads in social networks.

“We have 95 million users of social networks. Today this word has never sounded, we are not present there with our own agenda, we are not present at all. There are special strategies, people sell electric vacuum cleaners there in some tricky way, influencing the consumer preferences of people, and we save lives, we have a higher job. But if you need to spend money on this, let's spend it, ”he said, calling for the creation of a working group that will formulate its proposals within two months.
