Import of ozone-depleting substances temporarily restricted in Russia


The Russian government introduced a temporary restriction on the import of ozone-depleting substances (ODS) into the country from September 7 to December 31, 2019 to ensure the protection of the Russian ozone layer.

"The purpose of the restrictions introduced is to ensure the protection of the ozone layer of the atmosphere and the fulfillment of Russia's obligations under the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol," the government website said in a statement.

In Russia, the volume of permitted import of ODS into the country has been established. It will be distributed as follows: 60% of the volume will be given to those applicants who already imported ozone-depleting substances into Russia in 2018.

Another 35% of the volume of ODS will be distributed among applicants who did not engage in this activity last year. The remaining 5% of the volume will be given to those who applied in 2018, received permission, but did not import such substances.

Earlier, the UN said that by the middle of the century, the ozone layer of the Earth could fully recover.
