“Inadmissible case”: investigators check data on the refusal of doctors from Tyumen to accept a patient with pulmonary edema

The Investigative Committee organized a pre-investigation check in connection with the improper provision of medical care in one of the medical institutions of Tyumen. This was reported by the press service of the regional administration of the UK.

“Investigative bodies of the IC of the Russian Federation in the Tyumen region launched a pre-investigation check according to media reports that a patient with pulmonary edema was not provided with medical care in one of the medical centers in the city of Tyumen,” the report said.

The department explained that investigators went to the hospital, they seized the necessary documentation.

“Based on the results of the audit, a procedural decision will be made,” the IC indicated.

In addition, the prosecutor's office of the Tyumen region also began checking on this incident.

On Sunday, August 25, material appeared on the website of the network publication 72.RU, according to which the patient with an acute allergic reaction refused to accept a patient with an acute allergic reaction in the Tyumen hospital of the West Siberian Medical Center of the FMBA of Russia. Employees of the medical institution, citing the imminent end of the shift, refused to fulfill their professional duties.

The corresponding dialogue of the parties to the conflict was published on social networks.

“Who will drip it? Well, Quincke's edema ... you think with your head when you carry ... You teach us how to work. Five minutes of our working time is left. The girl needs to be “dug up”, watched for at least two hours, ”one of the doctors on the video says.

Quincke's edema is an allergic reaction of the body. Symptoms of this disease are manifested in swelling of the face or limbs, or their individual parts. In this case, tissue tension is felt. Edema of the laryngeal mucosa can lead to serious breathing difficulties.

As the girl’s young man told reporters, as a result, the patient was taken to another medical institution in the city.

“Some strange allergic reaction has begun. We rather called an ambulance. The doctor gave an injection to my girlfriend and said that she urgently needed to be taken to the hospital, because pulmonary edema had begun, ”72.RU quoted him as saying.

According to the publication, at the moment the girl’s condition is assessed as satisfactory, she will undergo outpatient treatment at the place of residence.

The Department of Health of the Tyumen region called the incident "unprecedented and unacceptable."

“Vodnikov Hospital is under federal subordination, however, as part of the compulsory medical insurance, it provides medical assistance to residents of Tyumen and the Tyumen region. Previously, such gross violations in the activities of this medical institution were not noted. In order to prevent such situations in the future, the case will be examined in detail, and strict penalties will be applied to medical workers, ”the agency quotes 72.RU.

Administrative case against the head physician of the Pervouralsk hospital

In April, a widespread media coverage of the situation that occurred in one of the hospitals in Pervouralsk, Sverdlovsk Region. Then the prosecutors and the Investigative Committee drew attention to a 30-second video, which shows how an elderly woman is forced to kneel down the steps of the local hospital, on the second floor of which there is an emergency room.

At the same time, an elevator for low-mobility groups of the population is located in the medical facility. In order to use it, you must contact the registry. However, as prosecutors found out, the relevant ads explaining the use of technical equipment were not posted on the second floor.

Meanwhile, the head doctor of the hospital, Nikolai Shaidurov, told local media that none of the patients showed any discontent regarding the lift.

“We have made a lift for such patients with limited mobility. There are signs where you can see that the entrance is on the other side. People are dedicated to this business - trained lifters. They all raise and lower. At night, the watchmen taught do this too. This woman, apparently, did not turn anywhere; she herself rose to the second floor. If she came to the registry or to the administrator, they would have lifted and lowered her, ”he explained.

After completing the audit, the prosecutor's office of the Sverdlovsk region instituted an administrative case against the head physician.

“Over a long period of time, the actions of the head of the City Hospital Pervouralsk City Public Health Institution led to avoid evading the requirements of the law to ensure conditions for people with limited mobility to access the healthcare facility,” the supervisor said.
