The President called for the establishment of the identity of the professions of such workers, taking into account the provisions of professional standards.

At the same time, he instructed to pay special attention to the profession of workers engaged in underground work, "in particular the profession of a drilling rig master and a drilling foreman, an electric locomotive driver and a monorail driver."

The head of state also instructed the Ministry of Energy to provide for the deep processing of coal in the mining regions, including the production of liquefied gases and hydrogen from it.

The government is also entrusted with submitting proposals on adjusting the procedure for calculating the mineral extraction tax for coal.

At a meeting with Putin on August 22, Ivan Mokhnachuk, chairman of the Russian independent coal industry workers union, said that a man in Vorkuta had been working as a drilling foreman for 32 years and was supposed to receive a preferential pension. But, according to him, the profession “drilling rig master” is indicated in the list, but there is no “drilling master”. Mokhnachuk added that the Ministry of Labor "refers to the fact that there is an approved concept for the development of the pension system: this violates the concept."
