Murder charges also apply to owners of dogs who attacked and killed a young girl in Michigan.

Prosecutor Wayne County, Michigan, accused the owner of three Pitbulls, who attacked nine-year-old girl Emma Hennandez, on Monday, on charges of possessing a second-degree murder, negligence, and life-threatening animal, the Associated Press reported.

Prosecutors say the yard fence was broken at the time, and the garage side door, which was supposed to be the passage through which the dogs exited, was open.

While he was releasing his pit bulls and going to a nearby store, dogs out of the loose fence escaped to the side door leading to the alley, attacking Henandez while riding a bicycle.

The victim's father said that days before the accident, the dogs were not properly controlled and the fences were unsafe.

The local animal control team reported that last year a complaint was received that the pit bulls in question were out of the fence.
