22 August 2019 At the end of the second day of consultations, the head of state decided a second round Tuesday 27.

"With the resignation presented by President Conte, whom I thank with the ministers for their work, a crisis has opened with the declared polemic fracture between majority parties. This crisis must be resolved in the name of clear decisions and in a short time. The need for government of a great country like ours and the
role that Italy must have in an important moment of launching the next five-year period of the European Union, international political and economic uncertainties ", began Mattarella, speaking at the Loggia in the Vetrata del Quirinale.

"But elections after a year is not a road to take lightly"
"The crisis must be resolved in the name of clear decisions and in a short time, the need for government of a great country like ours, the role that Italy must have in the important start-up of the life of the European institutions, the political and economic uncertainties at the international level, "the head of state added.

"It is not useless to remember - he emphasized - that in the face of these needs, only governments that obtain trust in Parliament on a program to govern the country are possible. In the absence of these conditions, the way to go is the elections, a road not to take to read after a year "from the latest consultations, given that" the Constitution provides for voters to be called upon to express themselves every 5 years ".

"In the consultations - says the Head of State - I was informed that initiatives have been launched for an agreement for a new government. The President of the Republic has the duty not to preclude the majority expression of Parliament. At the same time, I have the duty to request, in the interest of the country, prompt decisions. New consultations will begin next Tuesday to take the necessary decisions ".

Previously, Mattarella had listened to the main parties to record their intentions.

In order, in the morning the Head of State received the Brothers of Italy delegation, to follow the delegation of the Democratic Party and subsequently that of Forza Italia. In the afternoon it was the turn of the League and, finally, of the Five Star Movement.

Closing the round of consultations was the meeting at 5 pm between the Head of State and the delegation of the Five Star Movement.

Di Maio: Ten priorities, cutting parliamentarians in first place
"The experience of government marked the Movement. It was based on the signing of a contract, on the loyalty between political forces that was undermined by a unilateral break". This was stated by the political leader of the Five Stars, Luigi Di Maio, at the Quirinale, at the end of the consultations with the President of the Republic. And then he indicated "ten points to create the new government: 1) cutting of parliamentarians, 2) equitable maneuver that would stop VAT growth and lead to the minimum wage 3) paradigm change on environment 4) law on conflict of interest and Rai reform 5) halving justice times and reforming CSM 6) autonomy differentiated by regions 7) legality and tightening of penalties for tax evaders and combating illegal immigration 8) investment plan for the south 9) banking system reform 10) protection of common goods from school water, from health to infrastructure.

"Don't let the ship sink. Start discussions to have a solid majority"
"We do not let the ship sink, because Italy is all of us, in spite of partisan interests", the pentastellato leader stressed. "All the interlocutors have been started to have a solid majority that wants to converge on the points indicated. We don't let the Italians pay," he said.

Applause from the M5S parliamentarians to the leader
After the appointment at the Quirinale Di Maio he arrived in the courtroom of the parliamentary groups, where he gathered deputies and senators of the M5s for the joint assembly to take stock of the consultations. Di Maio, accompanied by the group leaders Francesco D'Uva and Stefano Patuanelli, was greeted by a long applause from the parliamentarians. "We are there! United and compact! Come on!", The political leader of the Movement writes on Facebook, along with a video with his entry into the hall.

Mandate of parliamentarians to meet Pd delegation
The assembly of the M5s groups, as far as we learn, gave a mandate by acclamation to Luigi Di Maio and the group leaders Patuanelli and D'uva to meet the delegation of the PD.

In the afternoon at 4 pm the delegation of the League arrived at the Quirinale, present the secretary Matteo Salvini, together with the group leaders in the Senate, Massimiliano Romeo, and in the Chamber, Riccardo Molinari.

Salvini: "They are not palace games, but elections"
"Nice discussion, I'm happy to be at the head of a compact force. We have chosen to take the things that don't go to the Italians' houses, they would have remained in secret rooms a few years ago. Italy cannot afford to waste time with a government that fights. Too many have not brought to a halt this experience of government. Today the royal road cannot be palace games, governments against, they are and should be the elections. Sovereignty belongs to the people ". Thus the Lega secretary Matteo Salvini after the consultations with the president Mattarella. "In these days we have read any government, not to do something but against the League, with the only glue to keep the League out at the cost of canceling the good done and reopening the ports".

"Ready to restart if no M5S becomes yes"
Then the Northern League leader once again raises the hypothesis of an opening to the (former) government ally. "I read that some of the" no's "have become" yes ", that there are M5s MPs willing to make a courageous maneuver made of growth, investments, flat tax. So "if someone tells me 'let's think about why no people become yes, let's improve the team and the program, let's not aim against it but for', I have always said that I am a concrete man, I don't hold a grudge, I never look back. government stopped, but if we want to restart the country we are ready without prejudice without looking back "said Salvini.

Finally a hand extended directly to Di Maio: "I think Di Maio has worked well in the interest of the country, I prefer not to respond to the insults of others. I prefer a government that makes it build, that looks ahead".

In the morning it was the turn of the Forza Italia delegation led by President Silvio Berlusconi. Together with the number one of the Azzurri, the vice president Antonio Tajani and the group leaders of the Chamber and Senate, Mariastella Gelimini and Annamaria Bernini.

Berlusconi: "Center-right government or early elections"
"We have expressed to the Head of State our concern for this crisis of government, open at a delicate moment for our nation". This was stated by Silvio Berlusconi, leader of Forza Italia, at the end of the consultations with President Mattarella. "There needs to be an authoritative executive who avoids any adventurous hypothesis of exit to the euro. We of Forza Italia, who in Italy are absolutely the guarantors of the liberal democratic and Christian and guaranteed tradition, propose the center-right model that governs today in many municipalities ". Berlusconi then went on to say: "Today we warn against a government that is the result of a majority between different and improvised". And finally he expressed his position: "Constituting a center-right majority in Parliament that corresponds to the Italians. If this is not possible, there is only one way: early elections. This is the suggestion made to the head of state in which Forza Italia places great trust in the choices it deems it will do ".

The President of the Republic Sergio Mattarella received the Democratic Party at 11am

Zingaretti: "Availability to verify possible new majority"
"We expressed to the President of the Republic the willingness to verify the different majority formation and the start of a new and ungoverned political phase in the sign of political and programmatic discontinuity." The secretary of the Democratic Party Nicola Zingaretti says it at the end of the meeting with Mattarella. "We have expressed the first non-negotiable principles - continued the secretary dem - to whom the new government should refer: a clear unquestioned Europeanist choice, the full recognition and defense of representative democracy starting from the value of the centrality of the parliament, a radical change of the economic and development choices to avoid further fiscal tightening starting from the VAT one, a turning point with Europe on migration flows compared to the decrees approved in this legislature ". Zingaretti finally reiterated: "If these conditions do not exist, all the outlets of the crisis are verified by new early elections to which the Democratic Party is ready".

Melons: election only possible outcome
"The elections are today the only possible outcome, respectful of Italy, its interests, its people and the Constitution". The president of Fdi Giorgia Meloni said so.

"If Mattarella chose to evaluate the hypothesis of a mandate, we would have to start again from the 2018 elections, entrusting a mandate to a center-right exponent. There are no other solutions and if undertaken they would be a wound for democracy". Meloni added.
