Pablo Iglesias' latest offer to Pedro Sánchez to set up a coalition government in Spain includes, in addition to the requirement of a vice-presidency and three ministries for United We, a proposal for a legislature program, which is expressed in approximately 106 pages of the document sent this Tuesday to the PSOE [See the document]. One of the main measures raised there is the creation of a Table of parties on Catalonia, in parallel to the institutions, with the aim of "dejudicializing the political conflict".

United We intend to take the PSOE to "boost" this Multilateral Dialogue Table on Catalonia to address the independence crisis and points out that its composition must be "previously developed and agreed" with the Parliament. So that the Bureau coexists in time with the institution and with "the mechanisms of the bilateral relationship between the Government and the Generalitat".

This table of parties, underlines Unidos Podemos, "should be understood as a space that helps to promote a dialogue that allows to dejudicialize the political conflict that exists in Catalonia."

"This Table must have as an objective the institutional approach between the Catalan and the state administration in the search for solutions and diagnoses common to the territorial conflict, be they solutions or diagnoses of economic, political or linguistic scope".

Nine tax increases

The programmatic document of Podemos "to resume dialogue" with the PSOE includes eight tax increases to finance "the fight against precariousness, for decent employment and fair pensions." First, the purple training proposes raising the income tax to high income from work (two percentage points for income above 130,000 euros, and four for those above 300,000 euros). This measure would take the maximum marginal rate of the tax over 50% in several autonomies, such as Catalonia,

Andalusia, Valencian Community or Basque Country.

Second, We can ask to increase the saving tax by 4 percentage points for capital income of more than 140,000 euros. Likewise, the Tax on Financial Transactions, known as the Tobin Rate, would be created to tax the purchase operations of large company shares with 0.2%. The fourth fiscal increase contained in the document is a reform of Companies, establishing a minimum tax of 15% for large companies and 18% for banks.

Fifth, the purple formation wants to limit the exemptions of dividends or capital gains of the companies for their participation in subsidiaries. Now they are not taxed, and the proposal is to "reduce by 5%" that bonus. The sixth tax increase of Podemos will affect some sicav, since "additional requirements" would be established so that they can apply the reduced tax rate and, therefore, go on to pay more.

Socimi (collective investment companies in rental properties) will be applied a new type of tax "15% on profits not distributed by such entities," says the document. The eighth tax increase of Podemos is "increase 1% in the Property Tax to fortunes of more than 10 million euros." In ninth place, those of Pablo Iglesias propose revising environmental taxes to "harmonize" them upwards.

With regard to tax cuts, the document advocates reducing the Corporate Income Tax to SMEs, from 25% to 23%. Regarding VAT, Podemos wants to reduce it from 10% to 4% in feminine hygiene products and 10% in veterinary services. Both measures included the failed bill of the General State Budget for 2019.
