The State Duma took the initiative to free drivers from fines not posted on the government services portal in 10 days. The corresponding proposal came from deputies of the Liberal Democratic Party.

The draft law developed by parliamentarians proposes to amend Article 2.6.1 of the Administrative Code of the Russian Federation, which regulates the administrative liability of vehicle owners.

According to the proposal of the deputies, information on bringing to administrative responsibility should be posted on the Unified portal of public services in your personal account with the date of submission of this data.

If such information is not posted within ten days from the date of fixing the administrative offense, the driver (owner) of the vehicle is exempted from administrative responsibility. Such information is contained in the explanatory note to the document.

It also clarifies that we are talking about cameras for photo and video recording of violations. The authors of the document describe these devices as “special technical means operating automatically, having the functions of photographing and filming, video recordings, or automatically operating means of photographing and filming, video recordings”.

According to the authors of the document, motorists often receive notifications of fines for traffic violations that were committed quite a long time, up to several months or years ago.

Parliamentarians note that along with this, many drivers were not sent orders on administrative violations within the prescribed period. Deputies believe that the changes they proposed will allow drivers to receive timely information about violations and take the opportunity to pay a fine at a discount.

In an interview with RT, the head of the Russian Federation of Car Owners of Russia (FAR) Sergey Kanaev acknowledged the existence of a problem that the deputies intend to solve with the help of a new bill. In his opinion, the initiative will also help strengthen the discipline of supervisory authorities.

“It seems to me that this idea of ​​the deputies is absolutely true, saying that either the driver should always be able to pay half, or the fines should be canceled. This disciplines those people who must enter this data and those who must control the traffic, ”the expert said.

He added that it is necessary to achieve full respect for the rights of motorists.

“So that the rights of drivers are not violated and that the state, which puts cameras and collects fines, guarantees these rights to car owners,” the expert concluded.

The fact that drivers need to be informed of violations in a timely manner is also agreed by the automotive expert of the magazine “Behind the Wheel” Mikhail Kolodochkin.

“There is such a problem. Until now, the official basis for the payment of the fine was a summons, which was simply thrown into the mailbox. The alert problem really exists, I can judge by myself and my colleagues. Obsolete paper summons are, of course, an anachronism, it is terribly inconvenient to use them, ”the expert believes.

In his opinion, the most sensible solution would be notifications on a mobile phone or alerts through a portal of public services.

“And the date of counting the time for the preferential payment of the fine should go from the date of publication on this site, otherwise this makes no sense. So the initiative, it seems to me, is quite normal. The better they will inform me of my guilt, the more reason to demand compensation from me, ”Kolodochkin believes.

Earlier, LDPR deputies came up with another initiative related to informing drivers about violations. In mid-July, a bill was submitted to the State Duma on increasing the term for the preferential repayment of fines for traffic violations up to 30 days.

The authors of the initiative expressed the opinion that the current 20-day deadline for paying a fine at a discount “is in some cases insufficient due to untimely delivery of mail or other failures in its work”.

Prior to this, in early July, a bill was submitted to the State Duma that should allow the Russian government to determine the requirements for cameras for recording traffic violations, as well as their installation location.

The document also included a clause according to which automatic cameras for recording violations should be owned by the Russian Federation or the region of the Russian Federation.
