Such an initiative was made by the president of the public organization "Collective defense" Marat Amanliev. The text of the appeal addressed to the Chairman of the State Duma Vyacheslav Volodin is at the disposal of RT.

According to the letter, despite the fact that the law "On animal cruelty" adopted at the end of last year contains a ban on walking dangerous dogs without a leash and a muzzle, punishment for violation of this norm has not yet been provided.

“The presence of an objectively existing threat of harm to the life and health of citizens from an attack by a potentially dangerous dog requires establishing for the owner of a potentially dangerous dog administrative responsibility for non-compliance with the established prohibitions," the human rights activist believes.

He proposes to supplement the administrative code with a separate article “Violation of prohibitions imposed on walking potentially dangerous dogs”, which will punish by fine, arrest or compulsory work for the absence of a leash and a muzzle when walking a dangerous dog, except when the animal is walking in a fenced area.

Amanliev also recalled that the list of dangerous dog breeds has already been adopted by the government.

It included 12 dog breeds and their mestizos, which possess genetically determined qualities of aggression and strength and pose a potential danger to humans.
