The Ukrainian leadership is stubbornly returning to the same topic - the “reintegration” of the Crimea and the Donbass, regardless of the situation there. This was stated by RT member of the Federation Council Committee on Foreign Affairs of the Republic of Crimea Sergey Tsekov. In particular, he pointed out that the peninsula has already returned to Russia more than five years ago, but Kiev still does not abandon attempts to emphasize its claims in every possible way.

“To develop any plans for the“ reintegration ”of Crimea into Ukraine is completely futile and these plans have not been achieved. We have already said more than once that the peninsula as part of Russia is forever ... Those who develop such plans should remember how Crimea ended up as part of Ukraine, how we lived in one state, and understand that never Crimeans had no desire to live with Ukraine, especially when it was related to the peninsula, ”Tsekov said.

Regarding the Donbass, the senator noted, Kiev is trying to resolve the issue without delving into it. According to the senator, if the leadership of Ukraine were really interested in normalizing the situation in the southeast, it would "develop an action plan to end the war."

“It seems to me, because of fear and inability to show courage, having said about real things, they (the authorities of Ukraine. - RT ) are developing similar plans. These plans are mainly aimed at the Ukrainian consumer ... They are developed for Ukrainian nationalists, so that they behave calmly and do not threaten the current government. The current government is impressed by the pressure, and armed, which they exerted on the previous administration, on Poroshenko, ”Tsekov said.

Earlier, the deputy head of the office of the President of Ukraine Ruslan Ryaboshapka announced the beginning of the development of a strategy for the "reintegration of Crimea and Donbass."

“Among the main ideas is the need to develop a reintegration strategy for the occupied territories and an action plan that would be regularly reviewed,” he wrote on Facebook.

The first steps that, in his opinion, should be taken are the creation of the concept of transitional justice and the implementation of the norms and principles of international humanitarian and criminal law.

“In addition, one of the priorities is to finally ratify the Rome Statute of the International Criminal Court, signed almost 20 years ago,” Ryaboshapka said.

The politician also noted that the issue is being worked out together with the Ukrainian “presidential representative in Crimea” Anton Korinevich and the so-called Crimean prosecutor Gunduz Mammadov. They are going to present the first package of concrete initiatives by 2020.

“Everything is covered in fog”

As noted by Sergei Tsekov, at the moment all the initiatives of Kiev are vague and unspecific. In particular, according to him, it is completely unclear what kind of justice is being discussed.

“They will carry out lustrations, deprive of suffrage and so on. That is, I think that some repressive measures are meant in relation to those who live in these territories. And they will be, on the one hand, a punishment for some, and on the other, an example for others - “conscious” citizens of Ukraine, ”added the senator.

Konstantin Zatulin, the first deputy chairman of the State Duma committee on CIS affairs, Eurasian integration and relations with compatriots, agrees with him. According to him, the Ukrainian authorities will try to put pressure on residents of both Crimea and Donbass by all means.

“We must be prepared for the fact that Kiev, with the help of propaganda, will put pressure on the residents of Donbass and Crimea,” Zatulin told RT.

At the same time, the deputy warned that in the near future Ukraine should not expect a change in rhetoric on the peninsula.

“In Ukraine, Crimea is not considered part of Russia. Based on this position, various steps are being taken. As Zatulin added, such a position is “common and solidary” for most of the Ukrainian politics.

The cynicism of those in power

In turn, Anton Morozov, a member of the State Duma’s committee on international affairs, called the various strategies of Kiev superfluous. After all, according to him, for the same Donbass there has long been a settlement mechanism.

“No need to reinvent the wheel. After all, there is an internationally agreed mechanism for resolving the conflict in the Donbass. It is called the Minsk Agreement. And you need to start to implement it, at least the first point is to stop shelling the territory of Donetsk and Lugansk. So that peaceful people finally stop dying. It seems to me that while people are dying, while shelling continues, to hear such statements from the Kiev regime is strange and, I would say, cynical, ”he told RT.

The Ukrainian establishment, Morozov pointed out, should proceed from the interests of its citizens, and not arrange any legal and organizational training for officials.

“The show continues. They think that, as in the film “The Servant of the People”, in the same way one can practice populism and the people will be pleased. But real life is different in that specific mechanisms for solving existing problems are needed, and not just camera work, ”the deputy summed up.

The activity of the new leadership of Ukraine speaks only about his attempts to create an image for himself, experts say. So, the lawyer, a specialist in civil and international law, Maria Yarmush believes that the mention of the Rome Statute by Ruslan Ryaboshapka is a desire to create the appearance of legal decisions.

“The steps to ratify the Rome Statute and, as a result, the possible appeal to the International Criminal Court are nothing more than creating the appearance of any action to“ return ”Crimea and to resolve the situation with the self-proclaimed Donetsk and Lugansk republics. Because neither the Rome Statute nor the international court have jurisdiction in these cases. First of all, I mean in relation to the subject of the Russian Federation - Crimea ... But, nevertheless, citizens of Ukraine will believe that Zelensky fulfills his promises, ”she explained to RT.

Yarmush believes that the Ukrainian authorities turned to the Rome Statute in order to get an opportunity to institute proceedings in the International Criminal Court against persons who, according to them, are conducting military operations in the territory of Donbass.

“Also in future plans, I see the appeal of the president of Ukraine and his administration to an international court with the goal of starting any procedure to accuse Russia of aggression against the Crimea. Perhaps some more absurd accusations will be invented. But all this is nothing more than the desire of President Zelensky to legally substantiate his election promises, ”said the lawyer.

However, Yarmush emphasized, in reality this will not lead anywhere.
