Answering the question whether the decision to reward pilots would be made in the Kremlin, Peskov noted that the state award was awarded by decree of the head of state.
“Therefore, after the heroes are presented for awards, the necessary formalities will be completed as soon as possible, there is no doubt about that, and they will be awarded,” the presidential spokesman added.
