The situation with floods in the Far East is stabilizing. This is stated in a statement issued by the Russian Emergencies Ministry. It is noted that the flood has left several settlements and infrastructure facilities in the region.
"Five settlements (Amur Region), eight residential buildings (Amur Region), 85 household plots (Amur Region), one low-water bridge (Khabarovsk Territory), four road sections (Amur Region) were freed from water," the agency’s website says. .
“Water was pumped out and 246 farmsteads were cleaned, 577 houses were dried (62 per day), 1.007 thousand cubic meters of garbage were removed, 16.340 thousand meters of storm sewers were cleared, 2.910 thousand meters of drainage ditches were dug, 90 sections of roads with a length of 144.8 were restored. km 51.75 tons of bottled water, 48 tons of food products were delivered and handed out to the affected population, ”the Ministry of Emergencies said.
It is emphasized that more than 1 thousand people, 183 pieces of equipment, 40 watercraft and 3 aircraft take part in the elimination of the consequences.
Recall that the flood in the Amur Region began in the second half of July, then it spread to other regions. The emergency regime in the Amur Region began to operate on July 25, in the Khabarovsk Territory on the 30th (in all areas except Ayano-Maysky and Okhotsk), and in the Jewish Autonomous Region - on August 1.
Amur region
The most severe flooding affected the Amur region. At the time of August 11, according to the regional Ministry of Emergencies, five private houses remain flooded, but the water recedes. So, in a day in the Mazanovsky district eight houses were freed from under the water.
The situation is worse with the court territories - 431 such a site continues to be affected by the flood. In all areas, in addition to Blagoveshchensk and Ivanovo, rescuers record the outflow of water.
At the same time, three settlements are deprived of transport links in the Amur Region - the towns of Oktyabrsky, Novorossiysk and Ivanovsky. Only eight people returned to their homes despite the fact that more than 2.1 thousand people were evacuated, including over 700 children.
At the moment, the Ministry of Emergencies in helicopters delivers food and humanitarian aid to the injured residents of the Amur Region - currently more than 117 tons of cargo have been delivered to the population. The general group of rescuers in the region exceeds 700 people, 139 pieces of equipment and 26 watercraft also work on the spot.
“Firefighters and rescuers continue to assist the affected population in eliminating the consequences of the flood: they clean the area of garbage, remove furniture from the houses to dry out, repair bridge crossings, dry houses with heat guns, carry bread and bottled water, and disinfect territories and wells,” it says on the website of the regional department.
According to a government decree, Amur Oblast allocated 600 million rubles to support affected citizens. The Ministry of Labor will also help residents of the region.
“It is important that assistance be provided to all victims. To do this, today we are talking with experts about how to count, how to evaluate, so that we don’t have any contentious issues, ”said Alexey Cherkasov, Deputy Minister of Labor and Social Protection.
He emphasized that the situation in the Amur Region “has reached the federal level,” and therefore the region cannot decide for itself.
Khabarovsk region
The Ministry of Emergencies of the Khabarovsk Territory reported on the stable situation in the region. The ministry emphasized that on almost all rivers, the water level is lower and lower than critical indicators, however, the Amur has significantly left the banks.
So, the Ministry of Emergency Situations reported that on August 11 at several settlements, the water level in the Amur River rose. So, we are talking about Khabarovsk, Komsomolsk-on-Amur, the villages of Elabuga and Troitsk. At the same time, in the capital of the region and near Elabuga, the water level corresponds to the term “adverse event”.
“In the second decade of August, unstable weather will remain in the region due to precipitation of varying intensity with the achievement of adverse and dangerous phenomena in places,” the Khabarovsk Territory Ministry of Emergency Situations warned.
Jewish Autonomous Region
Heavy rains are also expected in another region of the Far East, where residents faced floods - in the Jewish Autonomous Region. The regional Ministry of Emergency Situations emphasizes that despite heavy precipitation, “the criteria for a dangerous phenomenon have not been reached.”
As in the Khabarovsk Territory, water levels decreased in all rivers except the Amur River.
