According to the investigation, in May 2019, an individual entrepreneur asked the suspect to provide him with a lease of land for a period of 49 years. The official agreed and in violation of established rules and laws issued a decree on the allocation of a man to rent a land plot in Tuapse. At the same time, false information about the decision of the Tuapse City Court, which was the basis for the allocation of the site, was introduced into this resolution.
On June 13, 2019, the suspect entered into a lease for a period of 49 years with a local resident, while indicating the underestimated cost of the rent for the year. As a result of the unlawful actions of the suspect, over 23 million rubles were not received in the budget of the Tuapse city settlement.
Earlier, the Leninsky District Court of Rostov-on-Don arrested for two months the former head of the Astrakhan region, Rasul Sultanov, who was suspected of abuse of office.
