Vlasov noted that due to the weather and low temperatures in Central Russia, citizens consider it necessary to turn on heating in multi-apartment buildings if the outdoor temperature drops below the climatic norm.
“It must be remembered that heating bills are received by our citizens throughout the year. Taking into account this fact, I consider fair such requests of citizens, ”the statement says.
