Water left all previously flooded residential buildings in the Irkutsk region. This was stated in the GUMChS in the Irkutsk region. They also noted that there are no threats to socially significant objects.

“As of 07:00 (02:00 Moscow time) there are no flooded houses and socially significant objects, 38 household plots, five sections of roads remain flooded,” the press service of the regional Ministry of Emergencies reports to TASS.

On the morning of August sixth, the water level in the Oia River in the Irkutsk Region dropped to 616 cm, decreasing by 15 centimeters in the last 12 hours, according to the site of the local administration. Water continues to decline at a rapid pace, on the day of the fourth of August it fell below a critical mark of 7 meters, according to the regional department of the Ministry of Emergencies.

Nevertheless, the region still faces difficulties associated with the spill of water. On Monday, August 5, servicemen of the Central Military District (CVO) delivered humanitarian aid to the village of Aligger in the Irkutsk Region. It is reported that due to flooding, a village with a population of 500 people is divided into three parts by water, it is possible to get from one part to another only by boat.

“Humanitarian cargo, which included canned food, bread baked at a military bakery, was brought to the village by a Mi-8 helicopter of the Russian Emergencies Ministry. The cargo was delivered to the collection point. In total, about 500 kilograms of humanitarian aid were handed out to residents, ”the CVO press service website reported.

In addition, specialists from the radiation, chemical and biological defense forces disinfected several socially significant objects that were flooded during the second flood wave in Tulun.

“At the request of the authorities of the city of Tulun, the military personnel disinfected the territory of the school and kindergarten, which were in the flood zone. In total, military chemists processed about 6 thousand square meters. meters of the territory of objects, ”RIA Novosti reports the message of the Central Military District.

“The authorities were ready”

The second wave of floods in the region, which occurred at the end of July, did not have serious consequences, as the authorities had time to prepare for it, the governor of the Irkutsk region Sergey Levchenko said.

“We were preparing for this, we had several hours in reserve, so the flood that happened this week did without serious consequences, which, unfortunately, were the result of the first,” TASS quoted the governor.

So, according to him, the authorities evacuated residents from the zone of possible flooding, measures were taken to preserve life support systems, and water in Tulun, the most affected city, was supplied without interruption.

“We will be at an accelerated pace, as part of the emergency mode, to build new facilities, including housing. From the coming week, we will really begin preparatory work at the sites where new housing and social facilities will be built, ”Levchenko emphasized.

In addition, local businessmen who have suffered losses from floods will be given preferential terms on loans and on the allocation of land.

In particular, they will be given credit vacations, the possibility of restructuring the loan and reducing the lending rate, as well as land on favorable terms, the governor said.

First flood wave

Recall that the flood in the Irkutsk region began in late June due to heavy rains. Water in the rivers rose sharply above the critical level. In total, about 11 thousand houses in 109 settlements were affected by the flood. Natural disaster led to the death of 25 people, seven more were missing.

Later, at the end of July, due to renewed rains, the water level in the rivers began to rise again above critical levels. Authorities evacuated more than 1 thousand people. In this they were assisted by the additional forces of the Russian Guard transferred to Tulun.

The total number of victims of the flood in the Irkutsk region amounted to more than 42.5 thousand people. This was told by the governor of the region. According to him, about 21 thousand people received compensation in the amount of 100 and 50 thousand rubles for a complete or partial loss of housing.

“On August 1, the counting was completed — 42.6 thousand people were affected. All of them received 10 thousand rubles of material assistance, ”Interfax quotes Levchenko.

In Roshydromet noted that one of the reasons for the two floods in the Irkutsk region was climate change. According to the head of the department, Maxim Yakovenko, over the past 30–40 years, the number of registered natural hazards has increased from 100–150 to 450–500.

“We have some kind of misfortune happening all the time, emergency situations - first floods, then fires ... In fact, the reason lies on the surface: these are the climatic changes that are already taking place. If earlier they were not so striking, then in the last six to seven years, we have already annually recorded 2.5-3 times an increase in hazardous events relative to previous decades, ”he said.

“Exclude all swagger and rudeness”

Irkutsk Oblast was visited twice by Russian President Vladimir Putin. During the second visit, on July 19, the head of state criticized the progress of reconstruction work and the actions of officials. In particular, Putin noted that not every victim received 10 thousand rubles laid down by him, and humanitarian aid was sometimes thrown into the water.

“At any level of power, all swagger and rudeness must be completely ruled out. Unfortunately, people are faced with this. Surprisingly, a fact. I ask leaders of all levels to keep this in mind and do everything so that people don’t see anything like this, but rather that they are treated with respect and attention, ”the head of state addressed the officials.

And on August 2, Putin signed a decree according to which a program to restore housing and infrastructure in the Irkutsk region should be created before September 15.

The deployed Ministry of Defense plays an active role in eliminating the consequences of the flood. Thus, the forces of the Central Military District in Tulun restore the earthen coastal dam that suffered from the second flood. The mechanized battalion of the railway junction is responsible for the work.

“In total, military railway workers need to restore about three km of the coastal protective dam in the area of the federal highway bridge R-255,” the CVO said.

The district press service emphasized that the width and height of the dam will be increased during the work. In total, more than a thousand military personnel are involved in the region, who help to supply the affected residents with water and food, conduct research on water and soil samples, and also clear the area of rubble and debris. The group deployed by the Ministry of Defense will remain in the Irkutsk region until further notice.
