The General Commissioner for Foreigners and Borders of the National Police Corps (CNP), Juan Enrique Taborda , said Monday that illegal immigration "is using social networks to manage his trip to Europe." This has been explained in the Border Management and Human Rights course organized by the Menéndez Pelayo International University ( UIMP ) of Santander , in which he participated with Carlos Río-Miranda , head of the Central Documentary Falsehood Brigade (BCFD).

Río-Miranda has confirmed that "both traffickers and trafficked persons resort to communication via the Internet", always emphasizing the condition of victim of the latter and the need for a legal immigration to counterbalance the collapse of the birth and high life expectancy throughout Europe.

In the opinion of the head of the BCFD, it is possible to speak of a "called effect" in the use of new technologies: "Yes there may be a called effect when immigrants reach the coast and use the internet to get in touch with family and acquaintances and tell them not they have had problems. The first thing someone who comes to Europe is going to do is talk on the phone with their loved ones. "

Taborda has recognized that new technologies have complicated the fight against illegal migratory flows. Already in itself, the picture was not encouraging. According to the Border Commissioner, the European Union does not have "a valid interlocutor" on the other side of the Mediterranean to fight them.

There are bilateral talks with different countries in the North African area , but there is no multilateralism with a supra-regional body in the style of the European Union with which to coordinate a great strategy. "It is a very complex issue. Spain , with one of the most delicate borders, has been dealing with irregular immigration problems for more than 30 years, and it has not been able to solve it," Taborda explained.

Neither the gradual economic improvement of some African countries will mitigate the problem, because "neither will they have enough settlement to moderate these flows nor will Europe articulate strategies quickly," in this case due to the complexity of reaching agreements on migration that satisfy all member countries.

Another factor that exerts a great attraction for migrating to Europe is "the false perception of the standard of living: people who decide to come do so because they perceive a sense of triumph in compatriots who have previously immigrated," Taborda believes. In his opinion, the solution is "to start up, with the neighboring countries of Africa, a serious program of investments and cooperation in the medium term so that this immigration is more and more orderly."

A daily case of labor exploitation

The general commissioner of Borders has also highlighted the dimension that labor exploitation has acquired in recent years, until reaching "practically a daily case". A reality that sometimes has not had enough impact due to a more visible practice, that of sexual exploitation. According to data provided by Taborda, in the first six months of the year 232 organizations related to illegal immigration have broken up, almost 70% than the same period of 2018.

For its part, Rio-Miranda has stated that, although migration flows are now lower than in 2015 and 2016, "the situation in Africa is very serious and deserves global state policies." In the last five years, three million people of 100 different nationalities have entered irregularly in Spain. "An orderly and legal immigration is a precious asset for Europe due to the low birth rate and life expectancy. From the European Union it is enhanced. But the massive and illegal entry produces the opposite effect, collapses the possibilities of effective control and of assisting these people, "said Rio-Miranda.
