The forces of the Declaration of Freedom and Change in Sudan announced that the Technical Negotiating Committee continues to finalize the final draft of the Constitutional Declaration, in preparation for the initial signing of the Constitutional Declaration with the Military Council on Sunday.

The forces of freedom told a news conference that the formation of the civil government for the transitional period will be completed not later than one month from the signing of the agreement with the military junta.

At the press conference, the leader of the forces of freedom, Abbas Madani, said that he would set a timetable for the formation of the state structures in the transitional period, indicating that the constitutional declaration set a period of "maximum month" for the formation of an independent fact-finding committee to resolve the sit-in Khartoum about two months ago.

Abbas Madani stressed that points will also be included in the constitutional document in consultation with the armed movements.

Parliamentary system
In turn, said leader Ibtisam Senhoury said that the "constitutional declaration" establishes a parliamentary system in the country, and most of the executive powers in the prime minister, except for some of the few powers will be between the sovereign council and the prime minister.

She explained that the cabinet will consist of no more than 20 ministers, and the Prime Minister will appoint them and will be approved by the sovereign council, noting that the determination of the shape of the state will be left to the civil government.

The constitutional document provided for the establishment of 11 independent commissions to be formed according to its laws. Some of these commissions are affiliated to the sovereign council and the Council of Ministers, the Electoral Commission and the Constitution.

She stressed that the most important tasks of the transitional period include accountability of the symbols of the former regime, legal reform, the reform program of the state, the establishment of constitutional mechanisms, the reform of the armed forces, and the improvement of economic conditions.

Army and police
Security and intelligence would be subject to sovereign and executive authority. Police would follow the Council of Ministers, while the armed forces and the rapid support forces would follow the Commander-in-Chief of the Council's sovereign armed forces.

On Saturday, African mediator Mohamed Hassan Labat announced the agreement of the military council and the forces of freedom and change to all points of the constitutional declaration.

The forces of freedom and change have revealed the most prominent items of the draft document "Constitutional Declaration", while avoiding African mediation to publish the text of the document, pending the legal wording and the signing of the parties in the initials on Sunday.
